CFPs: Self-Reliance and Livelihood Activities for Refugees in Rwanda

The World Food Programme (WFP) has announced a call for proposals focused on enhancing self-reliance and livelihoods for refugees in Rwanda through financial inclusion and economic empowerment. This initiative supports WFP Rwanda’s Country Strategic Plan (2019–2025), particularly under objectives that aim to improve food security, promote self-reliance, and strengthen food systems for refugees and vulnerable communities.

The strategy takes a systems-based approach grounded in four interconnected pillars: social protection to maintain food assistance while integrating refugees into national systems; economic empowerment by linking refugees to markets and creating sustainable livelihoods; financial inclusion through access to savings and credit services; and social empowerment to drive gender equity, nutrition, and cohesion.

The proposed projects should focus on durable solutions such as refugee integration, livelihood creation, coexistence with local populations, microfinance, self-reliance, and vocational training. The total indicative budget is 8,000,000,000, with implementation focused in Rwanda, especially in the City of Kigali.

The core goal is to improve economic resilience and self-reliance among refugees and host communities, especially young women. The programme seeks to expand access to financial services, build financial literacy, and promote investment in income-generating activities. It also aims to increase access to sustainable livelihood opportunities through skills development, entrepreneurship, and value chain integration. Additionally, WFP emphasizes nutrition-sensitive livelihoods and the active participation of young women in economic decision-making to achieve greater social inclusion and gender equality.

Proposals will be assessed on their relevance to expected outcomes, technical expertise, sustainability, implementation plans, and realistic timelines.
