The United Nations High Commissioner for Refugees (UNHCR) has opened a call for proposals to support refugee access to basic, secondary, and higher education in Egypt. This initiative invites existing or potential partners to collaborate with UNHCR in achieving shared education outcomes for refugee and asylum-seeking populations.

The primary goal is to ensure that refugees and asylum seekers can access educational opportunities at all levels. The focus is on integrating these students into the Egyptian national education system, regardless of their nationality.

Partners will be responsible for recording refugee student enrollment in public, private, and community learning centers. A comprehensive database must be developed, capturing data by nationality, gender, age, and grade to support UNHCR’s education grant program.

The project requires assessing the educational needs of the refugee population and preparing both children and parents for enrollment. Close coordination with UNHCR is essential, particularly in engagements with Egypt’s Ministry of Education and Technical Education.

Participation in coordination mechanisms such as the Refugee Coordination Model (RCM), Education Working Group (EWG), Protection Working Group (PWG), and community-led initiatives will be key to promoting refugee access to national education services.

To support quality education, partners may conduct teacher training, provide capacity-building for school staff, and help develop educational materials. There will also be collaboration with non-formal education providers, aligned with Egypt’s education inclusion strategy.

Special efforts should be made to improve inclusion through bridging programs, extracurricular activities, and language classes, especially for an estimated 150 non-Arabic-speaking refugee children. The project also includes providing educational guidance for unaccompanied or separated children, ensuring that this support is linked to broader protection case management systems.

The geographic focus of this initiative includes areas such as Egypt’s New Valley Governorate. Selection criteria include relevant sector expertise, strong project management, local presence, cost-effectiveness, experience working with the UN, and the ability to address access and security issues.
