The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to provide logistics support to the National Civilian Police (PNC) in the implementation of the Gang Resistance Education And Training (GREAT) in El Salvador.
Goals
- Goal 1: Successful implementation of the GREAT Program in El Salvador.
- Goal 2: Increase the capacity of PNC’s prevention personnel to ensure program sustainability through time.
Objectives
- Objective 1: Provide administrative and logistical support, including supplies and resources to benefit at least 50,000 kids that participate in GREAT graduations held by certified police officers throughout all existing delegations, sub-delegations, and posts.
- Objective 2: Provide administrative and logistical support, including supplies and resources to benefit 3,000 families that participate in the GREAT Families component activities held by certified police officers throughout all existing delegations, sub-delegations, and posts.
- Objective 3: Provide administrative and logistical support, including supplies and resources to benefit at least 800 kids that participate in GREAT end-of-year camp held at the police academy with participation of all PNC delegations, sub-delegations, and posts.
- Objective 4: Ensure PNC certified prevention officers have the necessary equipment and supplies to deliver and implement the GREAT program under its international standards.
- Objective 5: Develop mechanisms to measure performance, track student training participation, officer certifications, and any other metric that can contribute to program control and effectiveness.
- Objective 6: Provide motivational activities for instructors through workshops and annual conferences. Recognize outstanding talent throughout the program.
- Objective 7: Within the first eight months of award, have an established mechanism for GREAT graduates to give back to their school communities through service projects.
- Objective 8: Within two years of award, have an established system for private sector and local government participation and contribution towards program sustainability.
Funding Information
- Award Ceiling: $800,000
- Award Floor: $600,000
Priority Region/Countries: Priority country is El Salvador. There are currently 143 municipalities participating in the program post COVID.
Eligibility Criteria
The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Prove prior experience of similar programs/projects in El Salvador or other countries in Central America.
