The Heinrich Böll Stiftung is pleased to announce its Agora Scholarship Program for university students who have a high volunteering potential and want to take responsibility in the field of democracy, social problems and human rights.

The aim of the program is to enable participants to continue their education and gain experience in the field of human rights and civil society for two semesters without experiencing financial difficulties. Young people who join Agora not only benefit from financial support and skill-building opportunities but also become members of a growing community that continues to expand with each new round of participants. Agora is a 12-month learning program.

Focus: Civil society and the role of non-governmental organizations, Volunteering and active citizenship, Democracy, Living well together, Youth rights and intersectional identities in the context of young people’s current situation, Human rights and a rights-based approach, Discrimination and efforts to combat discrimination, Advocacy, Gender equality, Ecological rights, and the climate crisis.

Selected participants will receive monthly financial support of 6,500 TL for two semesters and take part in an interactive learning environment focusing on human rights and civil society. Alongside workshops on key themes, students will also engage in civil society and expert meetings, study visits, and the development of a graduation project carried out collaboratively. Throughout the process, participants will be supported by a learning team of program staff and civil society experts.

Eligible applicants must be citizens of the Republic of Türkiye, second or third-year undergraduate students enrolled in a Turkish university recognized by YÖK, and young people between the ages of 18 and 25 who are sensitive to social issues and motivated to work on human rights and civil society issues. Applications are accepted only through the program’s online platform.

Preliminary evaluations will take place in November, and applicants will be informed by email whether they qualify for an interview by December 5, 2025. The jury will interview the first 12 students who pass the preliminary selection, and the final scholarship recipients will be determined based on criteria such as gender equality, academic standing, socioeconomic status, social and political motivations, and involvement in non-governmental organization activities. The deadline is Monday, October 6, 2025, at 12:00.
