The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan, has announced an open competition for eligible organizations to provide undergraduate degrees to Afghan students, primarily women. The universities must be located in the Middle East, Central Asia, the Indian sub-continent, or the East Asia-Pacific region.
Based on funding availability, this program will support a minimum of 10 Afghan students to obtain undergraduate degrees at an American-style, liberal arts, co-educational or women-only, English language-based institution of higher learning outside Afghanistan.
This project seeks to provide Afghans, primarily women, with an American-style, liberal arts, co-educational or women-only, English language-based undergraduate education in the Middle East, Central Asia, the Indian sub-continent, or the East Asia-Pacific region. This educational opportunity will enable the Afghan scholars to return to Afghanistan to actively participate in the workforce and serve as positive agents of change.
Objectives
- Include participants from multiple regions of Afghanistan.
- Provide Afghan students with a healthy physical, social, and intellectual environment.
- Offer Afghan students a wide range of courses and degrees from which to choose.
- Strive to graduate all students who matriculate.
Eligibility Criteria
- Eligibility is open to institutions of higher education that offer American-style, co-educational or women-only, English language-based undergraduate education in the Middle East, Central Asia, the Indian sub-continent, or the East Asia-Pacific region.
- Individuals are not eligible to apply.
- Applicants must have a valid Data Universal Numbering System (DUNS) number from Dun & Bradstreet.
- Applicants must have a NATO CAGE/NCAGE.
- Applicants must have and maintain an active System for Award Management (SAM) registration with current information at all times during which they have an active federal award or an application under consideration by a federal awarding agency.
- There is no limit on the number of applications an entity may submit for this NOFO.
- Previous federal award recipients that are not/were not in compliance with the terms of the award, including the financial and program reporting requirements, are not eligible for an award under this NOFO.
