Request for Proposals for Roma Labour Market Activation (North Macedonia)

Macedonia

Deadline: 26-Aug-2025

The Employment Service Agency of North Macedonia, in partnership with the United Nations Development Programme, has announced an open call for proposals to support the activation of unemployed Roma and other persons at risk of social exclusion in the labour market.

The focus is on the activation of unemployed hard-to-employ people, with special emphasis on Roma communities in 19 municipalities with significant Roma presence. The objective is to engage an NGO that will establish a network of employment mentors to provide information, motivation, counselling, and mentoring services to candidates interested in participating in Active Labour Market Measures (ALMMs) and other employment opportunities offered by the local private, public, or civil society sector.

Through this initiative, the selected NGO will work directly with vulnerable groups to facilitate their access to job opportunities and ensure they receive the necessary guidance and encouragement to successfully enter the labour market. The programme will serve as a bridge between potential employees and employers while fostering inclusion and empowerment in local communities.

Interested organisations are required to submit their proposals electronically to the designated email address by August 26, 2025. The chosen NGO will be expected to demonstrate a strong capacity to deliver mentoring and counselling services tailored to the needs of Roma and other socially excluded groups, ensuring the effectiveness of this activation initiative.
