The Nordic Climate and Air Programme (NKLP) invites applications for grants to support Nordic collaborative projects that advance the transition towards climate neutrality, implement the Paris Agreement, and address the UNECE Air Convention.

Focus areas: Support the Nordic ambition on clean air and climate change, as well as strengthening the development of international efforts in these areas; Promote a green transition within high-emission sectors; Strengthen the Nordic environmental and climate resilience as part of a wider mission to increase the total resilience of societies.

The NKLP programme aims to facilitate cooperation and increase knowledge to limit and prevent the adverse effects of climate change and air pollution. It supports initiatives that increase knowledge and facilitate collaboration across the Nordic region within these three focus areas, with results aligned to Nordic priorities and potentially impacting international and global levels. Funded activities may include analyses, reports, dialogues, seminars, and similar projects that support policy development, capacity building, and knowledge expansion.

Projects suitable for funding include those that generate knowledge on the synergies between climate change and air pollution, showcase Nordic examples aligned with the Global Stocktake decision adopted at COP28, explore linkages between climate change, air pollution, and other policy areas such as biodiversity and human health, and support redirection of financial flows toward resilient, low-emission development. Projects may also promote low-emission practices in high-emission sectors like transport, agriculture, forestry, and maritime energy, and assess trade-offs between climate mitigation measures and potential environmental or health impacts.

Additionally, projects may strengthen Nordic environmental and climate resilience by assessing regional climate and environmental security risks, identifying policy gaps, scaling up initiatives, fostering cooperation, and evaluating long-term risks related to climate tipping points. Projects must include participation from representatives of at least three Nordic countries, though one Nordic country may be substituted by a non-Nordic participant. Eligible applicants include research institutions, industry associations, municipalities, government agencies, NGOs, consultancies, stakeholder platforms, and international organizations.

Applications must be submitted using the Nordic Council of Ministers’ narrative application form and budget template, with a maximum of 15 pages, and include a De minimis declaration if relevant. The suggested grant size ranges from 500,000 to 950,000 DKK, with project periods of one or two years, ending no later than 31 October 2027. Projects receiving over 500,001 DKK must undergo an external audit unless already subject to national audit. All publications funded must follow the Nordic Council of Ministers’ communication and publishing guidelines and be made openly accessible via Nordpub and other platforms.
