The World Wide Fund for Nature has announced a call for a Nepal-based organization to take on a vital assignment: the development of standardized guidelines and reporting formats for tracking climate finance in Nepal.
This initiative supports the Government of Nepal’s commitment to the Enhanced Transparency Framework (ETF) under the Paris Agreement, through the Capacity-Building Initiative for Transparency (CBIT) project. By strengthening transparency in financial flows, the project aims to ensure that Nepal can track, report, and utilize climate finance in a way that is consistent with global best practices.
The primary objective of this assignment is to create tools and frameworks that allow for transparent, consistent, and complete reporting of climate finance. The consultant will review current national systems and practices, identify gaps, and design guidelines that align with UNFCCC ETF requirements and IPCC standards. This includes evaluating existing data flows, reporting mechanisms, and institutional arrangements, while recommending improvements to enhance transparency and accountability.
As part of the scope, the consultant will review international practices, UNFCCC guidelines, and reporting frameworks, such as CTF templates consistent with Biennial Transparency Reports. They will conduct assessments of Nepal’s current systems and identify challenges and opportunities for better climate finance management. Based on this, standardized guidelines and formats will be developed to cover domestic, international, public, and private finance. The consultant will also propose institutional arrangements and capacity-building measures for effective implementation and organize provincial and national-level consultations to validate the findings.
The assignment requires a highly qualified multidisciplinary team. The team leader must be an expert in climate finance and transparency, with at least seven years of experience in tracking and reporting climate finance and knowledge of the UNFCCC and ETF frameworks. A finance and policy expert will focus on financial flows and institutional arrangements, while a data and systems analyst will bring expertise in financial data systems and reporting tools. Together, the team will deliver a final package of standardized guidelines and formats for adoption by the Government of Nepal, strengthening the country’s climate finance reporting systems and contributing to its global commitments.
