On behalf of the EU, UNOPS invites interested and eligible applicants to submit proposals for the preparation of a country environmental profile for Somalia.
The EU Partnership Coordination Facility implemented by UNOPS provides support by filling in the identified gaps with flexible tools and mechanisms to implement the National Development Plan structure. Coordinated efforts are essential in order to transform Somalia into a more resilient, and improved, economic sector with greater security, gender equity, improved human development, stronger infrastructure, and better access to basic services that are delivered by accountable governmental institutions.
This transformation is hindered by slow institutions that are unable to respond quickly to emerging needs. The project will allow these needs to be identified by the Recovery and Resilience Framework (RRF) and Somalia’s 9th National Development Plan (NDP-9) Working Groups, and to be satisfied in a timely, strategic manner. The overall objective is to contribute to strengthening the resilience of Somali communities to cope with, adapt and recover from recurrent shocks.
The consultancy will be expected to deliver the following:
- An assessment of the environmental and climate change situation of the country covering the key issues, trends and responses, environmental and climate change policy and legislation, institutional structure and capacity, civil society participation, and development partners’ support for the sector.
- Establish the key linkages between the environment, climate change and development objectives, especially poverty reduction, sustainable development and green growth and linkages with displacement and migration pressures, as well as linkages with conflict and insecurity, and gender equality and women’s empowerment.
- An assessment of the impacts of the covid-19 pandemic in the country, along with outlining opportunities for aligning recovery plans with climate-resilient, low carbon development (“green recovery”).
- Recommendations for the integration of environment and climate change considerations, and integrated covid-19 recovery, across the different priority areas and sectors of cooperation, as well as the necessary environment and climate change safeguards for all cooperation activities undertaken in the country.
Eligibility Criteria
The candidate should also have:
- Excellent knowledge of the Somali and English language (both spoken and written) and excellent communication skills.
- Good knowledge of the Environmental Management systems of Somalia.
- Knowledge of the institutional arrangements and governance dynamics in Somalia.
- Ability to work well with public officials and diverse stakeholders.
- Experience in policy development and implementation.
- Experience in intergovernmental and multilateral arrangements and processes.
- Experience in environmental and social impact assessments and environmental and social audits, and
- Understanding global good practice on environmental and social impact assessment will be an added advantage.
- Priority will be given to applications from research institutions that demonstrate the use of country systems and partnerships to strengthen nutrition surveillance and resilience throughout the country.
