The Climate and Clean Air Coalition is accepting grant proposals to support efforts that address urgent air quality concerns in Vanuatu. This initiative builds on early actions taken by the government to establish the National Air Quality Taskforce and aims to strengthen national capacity in emissions management.

The project will carry out assessments to update air quality and emissions inventories and recommend context-appropriate mitigation measures to the government. It will also support the development of emissions standards for the transport sector and assist in drafting Vanuatu’s National Greenhouse Gas (GHG) Strategy for Maritime and Shipping, aligning it with global best practices.

The estimated funding for this project is $200,000. Activities will include producing updated data on air pollutants and maritime emissions, conducting workshops and training sessions for government staff, and helping technical teams understand and use emissions inventories for monitoring and decision-making.

By the end of the project, the Government of Vanuatu, including the National Air Quality Taskforce and the Maritime Safety Authority, is expected to improve its capacity in monitoring, reporting, and verification (MRV). This will support the creation of sectoral policies, action plans, and regulatory frameworks tailored to reduce short-lived climate pollutants (SLCPs).

Deliverables include a draft National GHG Strategy for Maritime and Shipping, developed in consultation with stakeholders and aligned with International Maritime Organization (IMO) standards. The government is also expected to adopt new transport sector emissions standards and endorse a National Air Quality Strategy or Action Plan based on updated assessments.

Eligible applicants must be NGOs, IGOs, or other nonprofit entities. Proposals must request funding within the estimated budget, stay within a project duration of less than 24 months, and follow spending guidelines. For-profit entities can only participate as co-funders, stakeholders, or end users, and their involvement must be clearly justified.

Proposals will be evaluated on their clarity, feasibility, potential for scaling or sustainability, stakeholder involvement, and ability to reduce SLCP emissions. A strong understanding of relevant risks and a plan for delivering results within the project period are also essential for selection.
