The United Nations Development Programme (UNDP) hereby invites you to submit a Grant Proposal to Indonesia’s Green Economic Recovery: Study on the Greening Fiscal Stimulus.
Within the scope of activities that aim to expand the fiscal space for green recovery, including through leveraging financing from non-traditional sources and innovative financing modalities. The stimulus options are expected not only from existing policies, but also new potential stimulus policies. The activity will also develop gender and age-disaggregated dashboard for green and inclusive economic recovery.
Expected Results
The expected results from the programs are a). to identify “green” options that can be applied to the government’s COVID-19 recovery fiscal stimulus; b). to provide analysis on the selected stimulus policies and exploring several options to modify them with “green” factor and its impacts, and c). provide recommendation options of green recovery incentive mechanisms and fiscal stimulus policies to be applied based on the analysis on economic growth, climate-related commitments, etc.
To achieve targeted program output in stimulus options as instruments for green economic recovery in post-pandemic, there is the scope of works need to be implemented as follows:
- Identifying targeted and prioritized sectors/sub-sectors would allow Indonesia achieving the low carbon economy transition and climate-related goals.
- Analysis on general fiscal stimulus, expenditure, and revenue during the COVID-19, which includes on Indonesia’s budget during pandemic, existing stimulus instruments, and scoping of international conditions and comparison of green impacts with studies from other countries.
- Quantitative analysis on the options of green stimulus using the modelling/testing the green modification against several impacts such as comparing the multiplier effects against the status quo, tax multiplier and overall fiscal health.
- Develop a gender and age-disaggregated dashboard for green and inclusive economic recovery through database preparation and design the dashboard site.
Eligibility Criteria
The grant recipient (civil society or non-governmental organization) with experience in:
- At least 5 years or more of work experience in the area of environmental management, public financing, green/climate financing, economic modelling and fiscal framework, with at least 3 relevant projects within the last 5 years
- Has strong understanding of Indonesia’s governmental framework, including climate change, climate finance policy and related regulation in Indonesia and expertise in engaging governments and designing/implementing multistakeholder engagement process leading to broad-based consensus and support;
- Experience working with the Government of Indonesia on related key issues of public financing, climate change, and/or economic development would be an advantage
- The proposal shall include structure of Team Leader/Project Coordinator, Economist, Analyst, and members and their background as well as area of expertise.
Selection Criteria
- Method (35%): proposed methodology, workplan, approach , timeline, completeness of deliverables, including how the organization applies gender inclusion in its program.
- Identity (20%): registration status, having a specific status if that is necessary for the country context, etc.
- Capacity (25%): specialized knowledge and experience on similar engagement, standard operating procedure, financial report (audit report if available).
- Utilization of resources (15%): financial SOP, realistic budget for how funds will be spent (in accordance with UNDP standard cost: UN Harmonized Cost Rates, etc.).
- Submission Requirements (5%): ideas presented, including any requirements with regards to utilization of resources, reporting, duration, and other formal criteria.
