The International Renaissance Foundation (IRF) has launched the “Environmental Policy and Advocacy Initiative” in Ukraine.
The “Environmental Policy and Advocacy Initiative for Ukraine (EPAIU)” is implemented by the International Renaissance Foundation (IFV) with the financial support of Sweden.
The purpose of the Initiative is to promote the sustainable development of public organizations – institutionally capable, with integrity management, accountable and recognized in the environmental community – who will be able to contribute to reforms in Ukraine through the implementation of environmental policies and the implementation of advocacy activities to protect the environment.
The purpose of the tender is to provide a qualitative analysis of the state of institutional development of thirteen EPAIU Initiative grantee organizations on an individual basis, which implemented institutional projects during 2020-2022.
Objectives
The main objectives of the independent external evaluation are:
- to evaluate the progress achieved by each of the grant recipients based on the results of the implementation of institutional projects in the key components of activity: institutional sustainability, research and analytical activities (regardless of the topic), communication and advocacy
- identify strengths and weaknesses of grantees at this stage, as well as areas of potential growth
- to receive recommendations from the IMF on possible support for the development of grantees outside the boundaries of institutional grants.
Tender Participants: legal entities and FPOs that provide assessment and monitoring services; have proven experience in evaluating international technical assistance projects / evaluating the level of organizational development; adhere to the principles of non-discrimination, confidentiality and the prevention of conflict situations.
Criteria
The main criteria for evaluating tender offers:
- the quality of the tender offer;
- previous experience of the tender participant, in particular cooperation with the IMF;
- the price of the tender offer;
- financial and economic, technical and professional capacity of the participant.
