The United Nations Development Programme (UNDP), with support from the Green Climate Fund, is seeking an international consultancy firm to design and deploy an online climate information and adaptation planning portal for Guinea-Bissau.

The consultancy aims to design and deploy an online climate information portal that will serve as a central hub for climate-related data, risk assessments, and adaptation resources. The platform will enhance access to climate information, facilitate coordination among stakeholders, and support data-driven policymaking. The consultancy will focus on developing an interactive online platform for climate data storage and visualization, ensuring interoperability with national and regional climate databases (e.g., ECOWAS, AfriGEO), establishing clear data governance and sharing protocols, providing clear recommendations relating to hosting and sustainability of the portal, and conducting training sessions for government agencies and stakeholders on portal management and usage.

Guinea-Bissau faces acute vulnerability to climate change due to its geographical exposure and limited institutional capacity, with critical sectors such as agriculture, fisheries, and infrastructure increasingly threatened by rising temperatures, erratic rainfall, and coastal flooding. To address this, the Government of Guinea-Bissau, in partnership with UNDP, is advancing its National Adaptation Plan (NAP) process by launching a key initiative: the creation of a centralized digital platform for climate data.

This new climate information portal is envisioned as a solution to fragmented and unreliable climate data currently hampering effective adaptation planning. The platform will consolidate critical climate-related information, improve accessibility, and provide government entities, researchers, and civil society with the tools to make informed, resilient decisions. It will feature a user-friendly interface, customizable dashboards, geospatial data layers, and interoperability with regional systems.

The consultancy contract will span 90 working days over five months, beginning August 1, 2025. The selected firm will be responsible for inception research, stakeholder consultations, portal design and development, data integration, capacity-building trainings, testing, and sustainability planning. The portal is expected to be accessible, mobile responsive, and designed with gender and inclusion considerations.

Eligible firms must assemble a multidisciplinary team with expertise in climate data management, GIS, software engineering, gender mainstreaming, and stakeholder engagement. Fluency in English is required, and Portuguese is a distinct advantage. The team must also demonstrate experience in building similar platforms and coordinating multistakeholder climate resilience efforts.

Proposals will be evaluated on a 70/30 split between technical and financial scores, with strong emphasis on methodology, team qualifications, and proven experience. Only those scoring at least 700 technical points will proceed to financial review.
