Within the framework of its project Accelerating Tiger Recovery Along the Thailand-Myanmar Border, and in cooperation with the Department of National Parks, Wildlife, and Plant Conservation (DNP), the International Union for Conservation of Nature (IUCN) is pleased to announce a request for proposals for tiger conservation in the western portion of Thailand’s Western Forest Complex (WEFCOM).
IUCN wishes to organise a series of SMART (Spatial Management and Reporting Tool) patrol training courses for DNP rangers and park officers from nine southern protected areas in the Western Forest Complex (WEFCOM). The aim is to refresh and strengthen the technical knowledge of SMART in order to enhance the effectiveness of patrolling in the target areas.
Target Areas
The nine target areas are:
- Thong Pha Phum National Park;
- Sai Yok National Park;
- Khao Laem National Park;
- Lam Khlong Ngu National Park;
- Khuean Srinagarindra National Park;
- Phu Toei National Park;
- Chaloem Rattanakosin National Park;
- Erawan National Park; and
- Salakpra Wildlife Sanctuary.
These nine protected areas are the key dispersal habitats for the tiger population in WEFCOM.

Topics
Based on the results of the needs assessment, proposers will design the content for a five-day SMART patrol training course, addressing at least the following topics:
- Technical knowledge and awareness-raising of natural resources and wildlife conservation;
- Techniques and methods of the SMART patrol system;
- SMART patrol planning;
- Use of maps, compass, and the global positioning system (GPS);
- Patrols for collecting data on tigers, other wildlife species and their threats;
- Database development and analysis of patrol data using the Management Information System Program (MIST) and the SMART Program;
- Techniques for self-defense, making arrests, and using weapons.
- Human rights and security considerations.
Eligibility Criteria
- The call is open to local and international NGOs, universities and research organisations, community groups, and other civil society organisations.
- Applicants must be legally registered organisations in Thailand. Applicants should have a track record of conducting the related activities in protected areas management and community engagement in Thailand.
