RFPs: Legal and Institutional Review of the Micronesia Challenge

EIC Pathfinder Challenge: Mid to Long Term and Systems Integrated Energy Storage

Deadline: 15-Oct-2025

The Micronesia Conservation Trust is now accepting applications for its Legal and Institutional Review of the Micronesia Challenge.

This consultancy is part of a broader Global Environment Facility-funded project aimed at advancing the goals of the Micronesia Challenge 2030—a shared commitment by five Pacific jurisdictions to protect their natural resources while benefiting local communities.

The project seeks a consultant to conduct a detailed legal and institutional assessment that will determine the feasibility of relocating the Micronesia Challenge Regional Office (MCRO) from Palau to the Republic of the Marshall Islands. This move is being considered to enhance regional coordination, align with national strategies, and increase the effectiveness of the MCRO in implementing MC 2030 targets.

The consultant will be responsible for examining the legal requirements for dissolution and re-establishment of the MCRO, assessing institutional needs, and proposing new governance and operational structures. This includes evaluating existing office functions, identifying gaps in coordination among jurisdictions, and proposing solutions to improve communication, efficiency, and accountability.

The work will require close collaboration with regional stakeholders, including the Micronesia Conservation Trust, project managers, and members of the Micronesia Challenge Steering Committee. The consultant will also be expected to engage with stakeholders to ensure inclusivity and sensitivity to gender considerations, aligning the work with broader regional environmental and social goals.

This opportunity offers a significant role in shaping the future of conservation in Micronesia. The consultancy is expected to conclude by the end of 2025, with a project budget of up to $70,000 excluding travel expenses. It provides a platform for experienced legal and institutional professionals to contribute meaningfully to a globally recognized regional initiative focused on sustainability, governance, and lasting environmental impact.
