The activity of preparation of green logistics schemes for waste management with feasibility study for environmentally acceptable collection and transport of municipal waste for selected local governments in the Federation of Bosnia and Herzegovina will be realized by joint financing of the Environmental Protection Fund of the Federation of Bosnia and Herzegovina and the United Nations Development Program; the full name of the project is “Launching Environmental Financing for Low Carbon Urban Development” and it is funded by the Global Environment Facility) and selected LGUs (municipalities or cities).
The goal of the UrbanLED project is to invest in launching the concept of low-carbon urban development in BiH (LCUD), reducing greenhouse gas emissions, increasing the diversity and volume of investments in LCUD in BiH (removing financial barriers, capacity building , improving regulatory frameworks, etc.), promoting their wider use by local governments and the private sector. The project provides technical assistance for the creation of financial mechanisms and financing schemes within the system for financing environmental protection in BiH, as well as providing support for the implementation of relevant strategic and legislative documents at the entity and BiH levels.
The subject of the public call is the collection of applications for the preparation of green logistics schemes for waste management with a feasibility study for environmentally friendly collection and transport of municipal waste in local self-government units (LGUs) in the Federation of Bosnia and Herzegovina for whose territory there is a Waste Management Plan.
The municipal waste management plan should contain at least:
- programs on collection of hazardous waste from households;
- programs for the use of components from municipal waste;
- programs for reducing the percentage of biodegradable waste and packaging waste in municipal waste;
- programs for raising public awareness in waste management;
- locating waste management facilities;
- cooperation between municipalities in order to achieve the set goals.
Criteria
The criteria by which the qualification of local self-government units will be assessed through this public call are:
- Existence of strategic documentation relevant to waste management;
- The state of the waste management system, including the number of inhabitants involved in organized waste collection in relative proportions (the ratio of the total number of inhabitants in the local self-government and the number of inhabitants involved in organized waste collection);
- Condition of transport vehicles and transport practices for waste collection and disposal in LGUs;
- Readiness of local self-government and / or line cantonal ministry and / or public or private utility company to co-finance the development of green logistics schemes for waste management with a feasibility study for environmentally acceptable collection and transport of municipal waste and a study of proposed LCUD projects.
