Bureau of INL: Colombian Law Enforcement Scholarship Program

The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified applicants for a Cooperative Agreement to implement a program titled “Colombian Law Enforcement Scholarship Program.”

The purpose of this award is to support the staffing needs and operational readiness of the CNP and Colombian navy by increasing recruitment of qualified applicants from economically disadvantaged rural populations, including among women and Afro-Colombian and indigenous communities. The program will also indirectly reduce the recruitment of youth in rural areas into illegal armed groups, discourage illicit crop cultivation, and build trust in Colombian public security institutions by providing economic opportunities to qualified recipients. The scholarship program will support approximately 900 CNP students and 161 navy students per year to pursue non-commissioned officer positions and 100 CNP students and five navy students to study to become commissioned officers.

Funding Information

INL expects to award up to two grant agreement(s) based on this NOFO. The anticipated total federal funding amount is not to exceed $5,000,000.00. The period of performance is one (1) year with an anticipated start date of January 2021. INL may extend the award up to four (4) additional years contingent on INL priorities, good performance of the recipient, Department of State management approval, and funding availability.
