The Embassy of the United States of America is accepting applications from citizens of the Republic of Mauritius for the 2023-24 Hubert H. Humphrey Fellowship Program.
Fellows are selected based on their potential for national leadership and commitment to public service, in either the public or private sector.
The Program provides a basis for establishing long-lasting productive partnerships and relationships between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world.
Humphrey Fellows work in critical fields for collaboration, such as law and human rights, public health, including infectious diseases, climate change, and public policy. During the program, Humphrey Fellows participate in non-degree study at 13 host campuses across the United States and complete at least six weeks of a professional affiliation at a U.S.-based governmental, non-governmental, private sector, or international organization.
Program Components
- Non-Degree Academic Study:
- Humphrey Fellows pursue tailored study programs at participating host institutions, where freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a self-directed, individualized program at a host campus.
- Leadership and Professional Development:
- Professional enrichment activities include professional visits, enhancement skills workshops, conferences, training programs, and a professional affiliation (placement).

Eligibility Criteria
- Currently accepting applications from citizens of the Republic of Mauritius.
Ineligibility
A candidate may be removed from consideration if they do not meet all technical eligibility requirements. If you feel that you qualify for an exception, please explain this in your application.
Ineligible candidates include:
- Recent undergraduate university graduates;
- University teachers or academic researchers with no management responsibilities (except in the fields of Substance Abuse Education, Prevention, and Treatment and Teaching of English as a Foreign Language);
- Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2023;
- Individuals with U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2023; and
- Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program as they are ineligible for a J
- A candidate with recent third-country experience, especially in developed countries, may have a less compelling need for the Humphrey Fellowship Program than a candidate who has never had a significant professional opportunity abroad.
