The Ontario Transit Investment Fund (OTIF) is a provincial initiative designed to close transit service gaps and improve connectivity across Ontario.

By fostering strong partnerships and integrating new routes with existing services, OTIF aims to build sustainable transit systems in communities that currently lack reliable public transportation options.

OTIF provides time-limited, application-based funding to support the start-up and growth of transit services in areas with clearly identified gaps. Successful projects may receive support for up to five years, giving local partners the stability needed to establish and scale their transit operations. This approach helps ensure that services become financially viable and embedded within the broader transportation network over time.

Applicants are required to review the Ministry of Transportation’s OTIF Guide before applying. The guide outlines program expectations, eligibility requirements, and the application process. It also emphasizes that funding is not guaranteed and that successful applicants must enter into a formal Transfer Payment Agreement with the Ministry to define all obligations and conditions related to the funding.

The financial structure of OTIF is designed to gradually reduce provincial contributions while increasing local investment as services grow. Over a four-year period, the total project cost is projected at $2.8 million, with OTIF contributing $1.4 million and project teams contributing another $1.4 million through fares and other revenue sources. The OTIF contribution starts at $560,000 in the first year and declines annually, while local contributions increase each year, supporting a transition toward self-sustaining transit systems.

Municipalities, non-profit organizations, including Indigenous not-for-profit organizations, and Indigenous communities are eligible to apply. By supporting these local partners, OTIF seeks to create lasting, community-driven solutions that provide residents with dependable, accessible transit while strengthening regional transportation networks across Ontario.
