CFPs: Strengthening Adolescent Mental Health through Evidence and Interventions (Pakistan)

UNICEF has announced a call for proposals to strengthen adolescent mental health through evidence and targeted interventions. This initiative focuses on improving mental health support systems for adolescents in Pakistan, specifically within the Rawalpindi District of Punjab Province. The project is expected to work closely with the Ministry of National Health Services, Regulations and Coordination (MoNHSRC) and the Punjab Department of Health in collaboration with UNICEF.

Applicants are encouraged to propose evidence-based, promotive mental health interventions that support both adolescents and their caregivers. These interventions should be implemented through schools, out-of-school settings, and community platforms to maximize reach and impact.

The proposal should aim to assess the prevalence of mental health indicators using a culturally adapted MMAPP (Measuring Mental Health Among Adolescents at the Population Level) tool for adolescents aged 10–16. It should also evaluate the key factors influencing adolescent mental health in the Pakistani context. Findings from the study must inform policy and programming to support the growing multi-sectoral Mental Health and Psychosocial Support (MHPSS) system in the region.

Another goal of the initiative is to create and test a training and certification model for personnel delivering evidence-based mental health intervention packages. This includes integrating digital outreach strategies and awareness campaigns to scale Child and Adolescent Mental Health Services (CAMHS) in the district. The effectiveness of this model should be evaluated within the local context.

The final stage of the project involves sharing findings with stakeholders, including policymakers, health professionals, academics, and service users, in collaboration with relevant government and private entities.

The thematic focus is on adolescent health, including sexual and reproductive health. The total indicative budget for this project is PKR 40,000,000, and the project duration is 12 months. It is geographically focused on Punjab, Pakistan.

Proposals will be evaluated based on sector expertise, cost-effectiveness, and project management capacity. Additional factors include the ability to operate within security constraints, potential for scalability, and commitment to gender equity, inclusion, and child safeguarding. Organizations must also have established policies to protect against sexual exploitation, abuse, and harassment (PSEA).
