European Commission announces Coal Pilot and Demonstration Projects 2025

The European Commission has announced the launch of the Coal Pilot and Demonstration Projects. These projects are part of the RFCS initiative and aim to support coal sector transformation through practical and scalable technological advancements.

Proposals must address one or more RFCS objectives for coal, including supporting a just transition in coal regions, improving health and safety, and reducing the environmental impact of coal mines in transition. Each proposal should clearly indicate which work packages address which specific objectives.

The focus is on Pilot and Demonstration Projects. Pilot Projects involve constructing and operating parts of installations to test theoretical or lab results in real conditions and to improve the reliability of data for further development. Demonstration Projects are larger in scale and aim to operate industrial-level installations to gather all the technical and economic data needed for commercial deployment.

These projects are intended to bridge the gap between research and innovation. Activities should begin at Technology Readiness Levels (TRL) 4–5 and progress to TRL 7–8 by the project’s end. Even if a few minor activities begin at lower TRLs, the majority must meet the required range.

The total call budget is EUR 40 million, with EUR 2.88 million allocated for Coal Pilot and Demonstration Projects. Proposals must include an analysis of expected industrial, economic, social, and environmental benefits.

Eligible applicants include legal entities such as public or private organizations, research institutions, and educational establishments involved in RTD activities. These entities must be based in EU Member States, including their overseas territories, or in countries associated with the RFCS.
