The Malta’s Foreign Policy, the Office of the Deputy Prime Minister and Ministry for Foreign Affairs and Tourism provides Official Development Assistance (ODA) in countries and sectors eligible to receive such assistance.
Malta’s voluntary sector is gaining fresh momentum with the launch of the second call for the NGO Co-Financing Fund. This initiative helps grassroots organizations bridge funding gaps for their European or other international projects, empowering them to make a significant local impact.
This fund complements existing grants from EU institutions, EEA and Norway Grants, bilateral agreements, or the Council of Europe, and is designed to help voluntary groups secure the full funding needed for their community-based initiatives that might otherwise face financial hurdles.
Successful projects will be part-financed through Official Development Assistance (ODA) funds, which will cover up to 90 percent of the total eligible project costs. The Ministry will allocate between €5,000 and €25,000 per project, offering vital financial support to initiatives that align with Malta’s development cooperation priorities. To be eligible, organizations must be enrolled with the Office of the Commissioner for Voluntary Organisations and comply with Subsidiary Legislation 492.01. Preference will be given to those already working in the field of international development.
Proposed projects must demonstrate tangible results that link with the Sustainable Development Goals (SDGs) and align with one or more of the Government’s Development priorities. These priorities include the fight against hunger and social inequalities, ensuring gender equity, creating jobs, and promoting education and healthcare. Projects also need to focus on promoting women’s rights, private sector development, agriculture, climate change, renewable energy, and democratic, peaceful, and inclusive societies.
Applicants must also show they have sufficient operational capacity, including the necessary human resources, competencies, and commitment to deliver the project successfully. As part of the application, organizations must submit an organizational chart to provide clarity on their internal structure and team roles.
