The United Nations Development Programme (UNDP) kindly request to submit your proposal for “Building resilience and facilitate restoring of livelihoods amongst rural micro-entrepreneurs to combat COVID 19 through sensitization, capacity building, training on micro-entrepreneurship, business management, financial literacy and market access in districts of Haryana and Punjab.”
UNDP India is deeply concerned about the multifaceted problems informal sector workers and marginalized groups are facing including stigma and violations of human rights. UNDP India along with its SDG coordination Centre Punjab and Haryana has conceptualized an urgent response to support the Government of India in tackling the pandemic. In this backdrop, UNDP and SDGCC Punjab and Haryana is looking to roll out micro-entrepreneurs’ capacity building and resilience program.
UNDP is seeking the services of a technical agency to roll out micro-entrepreneurs’ capacity building and resilience program focused around imparting basic digital skills, business management training including production and sales processes and facilitating market linkages. UNDP is looking to deliver this program through training and hand holding community cadres.
This should help micro-entrepreneurs to cope better with disruptions in supply chain/forward and backward linkages caused due to Covid crisis. The project will also be implemented in close coordination with the State Rural Livelihoods Mission to leverage on existing government initiatives and support entrepreneurs’ access to finance, raw material, infrastructure, market linkages, and resources from the existing community -based organizations, etc.
Key objective
To improve the resilience and skills of rural micro-entrepreneurs to combat COVID -19 through business management training, digital empowerment/online market access in convergence with other government programs in districts of Punjab and Haryana.
Under the Inclusive Growth portfolio as a part of the response to COVID UNDP would hire a Service Provider with the following scope of work:
- Identification and mobilisation
- Identifying and mobilizing 2000 existing and potential entrepreneurs amongst marginalized women, youth, and migrant workers in Jind and Rohtak in Haryana.
- Identifying and mobilizing 2000 existing and potential entrepreneurs amongst marginalized women, youth, and migrant workers in Patiala, Fatehgarh Sahib, Gurdaspur in Punjab.
- Identification of at least 40 Business mentors/Biz Sakhis in the selected districts of Haryana.
- Identification of at least 40 Business mentors/Biz Sakhis in the selected districts of Punjab.
- Training and capacity building
- The identified existing and potential entrepreneurs will be categorized basis their training requirements.
- Training and capacity building of entrepreneurs will be done in – market linkages, digital literacy, financial literacy, the foundation of starting a business and business management, technical training in few relevant skills, principles for setting up a manufacturing unit, backward and forward linkages, branding, quality management, income diversification for microentrepreneurs group enterprises (wherever applicable), etc.
- The Service Provider should explore the possibility of supporting some group enterprises in both the states and identify at least two technical fields in each state for training micro-entrepreneurs. For instance – preparation and setting up of sanitary napkins unit, dairy unit, tailoring, etc.
- Training should include sensitization, COVID awareness, behavior changes required to adapt to COVID during production and marketing operation/logistics for orders, soft skills, psychosocial support, etc.
- Training content and curriculum
- The Service Provider will create/adapt and customize IEC materials basis the requirement (including existing UNDP modules).
- Digital technical training materials to be used for the awareness and capacity building interventions to combat stigma, psychosocial support, and livelihood activity training programs.
- Adapt/Customize self-learning materials regarding production techniques, marketing/sales, value-added products, backward & forward linkages, income diversification for micro-entrepreneurs.
- Training modules on branding, digital/marketing skills, and product diversification developed /customized for both – physical training as well as virtual (video/audio) training delivery and executed (wherever needed).
- Awareness and capacity building of micro-entrepreneurs through information text/audio/video messages/WhatsApp/ Tele calling etc.
Eligibility Criteria
- At least 3 three years of working experience and footprint in the micro-entrepreneurs’ sector.
- At least 2 years of experience in the digital enablement of micro-entrepreneurs, marketing linkages, establishing forward and backward linkages, business management, and setting up enterprises.
- Service Provider s presence (office/staff) in at least one state is mandatory; and presence in both States (Haryana and Punjab) will be preferred.
