The World Health Organization (WHO) is seeking offers for conducting assessment of Healthy Workplace Initiatives In Bangladesh.
Healthy workplace interventions gain further significance in view of the increasing prevalence of noncommunicable diseases (NCDs) and mental health conditions, particularly among younger age groups of populations in developing countries. Unhealthy and unsafe workplace does not only create safety hazards but can also lead to work-related stress resulting in adoption of unhealthy behaviors that could lead to development of NCDs and mental health conditions.
Prevalence of NCDs and mental health conditions in Bangladesh are showing an upward trend and premature mortality due to NCDs, before the age of 70 years, is also high. This affects the productive age groups, most of which are spent in workplaces. However not much is known about working conditions and workplace initiatives to promote mental health.
Healthy workplace initiatives are being undertaken by many companies for their workforce, but there is very little information available in public domain. Critical examination of existing healthy workplace initiatives or their lack, could provide opportunities for improving them leading to better outcomes. Presenting examples of such initiatives would provide encouragement and motivation to others for adopting these. Documentation of these initiatives would help provide a better understanding of ongoing initiatives and also developing a strategy for scaling up these initiatives or developing new initiatives for workplaces that do not have such interventions in place.
Objective
- To get an overview of healthy workplace initiatives in the organized and unorganized sectors for the promotion of physical and mental health
- To identify the factors responsible for success or challenges
- To develop a strategy for healthy workplace initiatives in all workplaces
Proposed Method
- In consultation with WHO, the proposed study will undertake a rapid assessment of the different types of workplaces from organized and unorganized sectors to document presence or absence of healthy workplace initiatives. The Agency will then identify companies/ agencies that are undertaking healthy workplace initiatives for their employees and community, if any. These will be documented through interviews, key informant interviews and in depth interviews with respondents from different agencies. An attempt will be made to document to promote health in the unorganized sectors through stakeholder interviews, civil societies, and other means. A desk review will be conducted to systematically document the process and mechanisms currently being practiced for promoting health and wellbeing. The review will include the documentation and analysis of existing local/national evidence and resources dealing with healthy workplace, health promotion and multisectoral activities.
- The findings of the secondary data and primary data collection will be analyzed to identify challenges/gaps and to contribute to the development of a strategy that will help adopt healthy workplace initiatives In workplaces of different scope and settings.
- The institution will develop a strategy for healthy workplace initiatives in all workplaces. Strategies can be formulated by conducting a SWOT analysis, i.e. by identifying the strengths, weaknesses, opportunities and threats associated with healthy workplace.

Eligibility Criteria
WHO requires the successful bidder, to carry out assessment of Healthy Workplace Initiatives in Bangladesh . See detailed Terms of Reference in Annex I for complete information.
The successful bidder shall be a E for profit / Z not for profit institution operating in the field of public health with proven expertise in undertaking assessments in different settings in the area of public health, and fulfilling the following registration and legal/compliance requirements:
- Legally entitled to run/ operate the institutes/ organizations/ companies as per the applicable rules for companies in the country. WHO shall disqualify bidders during initial scrutiny if the required information and supporting documents are not provided with the technical proposal. The legal status and VAT/TAX Requirements of the country are as follows.
- The Provider can be National/International/Joint Venture Company/ Institute/ Organization/ NGO fulfilling the following local registration and legal/ compliance requirements. – Is registered with any of the City Corporations in Dhaka or Office of the Registrar of Joint Stock Companies and Firms or Board of Investment. NGO Affairs Bureau of Government of Bangladesh.
- Is a VAT registered organization.
- Have a TIN number and up to date Income Tax Certificates.
- There are no pending Criminal/Civil lawsuits against the organization / institution.
- Not declared “Bankrupt/Ineligible/Banned” by any of the court in the country.
- There are no pending major lawsuits and litigation in excess of USD 100,000 at risk (indicate particularly those by licensees or patent infringement) against the Institute/Company.
- Capable to operate with all applicable local rates and costs for the expert (technical) and field services. WHO shall reserve the right to disqualify bidder(s) if they (the bidder) are found to have not asked rates/costs as per the applicable local rates and costs for the expert (technical) and field activities in implementing the desired technical services/ works. WHO has its own parameter in determining the applicable local rates and costs for expert (technical) and field activities.
- Have reputation and reliability in the development field of Bangladesh with capability to associate with other organization/ individual to enhance their qualifications as per Technical Requirements.
- Capable to implement the desired work/projects in specified location (project sites) utilizing own existing administrative, operational and logistical resources to implement the projects without adding up Overhead costs to the Purchaser (WHO).
- Qualification and competencies of key professionals
- Team Leader: At least Bachelor in relevant discipline (Public Health, psychology, occupational health and safety, human resource management or related field) with minimum 5 years of experience in Workplace Health Promotion/ Mental Health Promotion.
- Deputy Team Leader: At least Bachelor in relevant discipline (Public Health, psychology. occupational health and safety, human resource management or related field) with 3 years of experience in Health Promotion/ Mental Health Promotion.
- Technical Officer: Bachelor’s in public health or related field with 2 years of experience in Health Promotion/ Mental Health Promotion.
- Technical Assistant: Bachelor’s in public health or related field
- The bidder is expected to follow the instructions set forth below in the submission of their proposal to WHO.
