The United Nations High Commissioner for Refugees (UNHCR) is inviting applications for the Statelessness Project to support the government of Madagascar in implementing interventions that provide protection, assistance, and solutions for stateless persons.
UNHCR’s core mandate is to ensure international protection for forcibly displaced populations (FDPs), including refugees, asylum seekers, and stateless individuals. This work is carried out in collaboration with governments, which hold the primary responsibility for offering such protection.
The project focuses on enhancing protection and legal assistance for stateless persons in Madagascar. It aims to ensure that these individuals can access rights and services through legal reforms, improved documentation procedures, and inclusive registration systems.
The initiative supports broader impact goals, including access to international protection, integration into national protection systems, and socio-economic empowerment through durable solutions. It aligns with three main impact areas: protection (IA1), assistance (IA2), and empowerment (IA3) of FDPs.
Key areas of specialization include legal assistance and access to justice. Expected outcomes include national-level reforms to meet international standards on asylum and statelessness, development of protection-sensitive border mechanisms, and adoption of inclusive documentation systems.
Stateless persons and other FDPs will benefit from transparent legal aid and enhanced access to birth registration and civil documentation. The project also promotes increased access to quality legal information and representation for refugees and asylum-seekers.
To achieve these goals, UNHCR emphasizes that all partner organizations must adhere to relevant sector standards. The geographic focus of the project is Fianarantsoa, Madagascar.
