The Bureau of International Narcotics-Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to strengthen the judicial system capacity to detect fraud, prevent corruption, and implement anti-corruption mechanisms.
This project is intended to build upon INL-funded programming to strengthen the judiciary’s mechanisms for preventing corruption.
This project specifically seeks to strengthen the capacity of Costa Rica’s Poder Judicial (defined as the Judicial Authority, which includes all tribunals, the Prosecutor’s Office, Public Defender’s Office, and the Judicial Investigative Police (OIJ), to identify and prevent the risks of fraud and corruption and implement training to build Poder Judicial personnel capacity to resist penetration by organized criminal groups. The training activities should have a national focus with the goal of generating change in the maximum number of units and officials.
Goal: The goal of this project is to assist Poder Judicial to implement an institutional ethics training program for all its personnel that will increase its capacity to combat corruption within its ranks.
Objective: The project objective is designed to carry out the project goals. The project should be executed over a period of two years, and the selected organization should develop and implement a training program that includes (but is not limited to): A comprehensive curriculum; tools that permit a holistic/integrated approach; be based on best practices in interactive adult education; create interactive, virtual, and print materials; and evaluation mechanisms. It is also critical that to facilitate the creation and implementation of a sustainable training program for Poder Judicial’s newly-created ethics code.
Activities
Under this objective, technical assistance will be provided to Poder Judicial through the following activities:
- Course Design: Technical assistance to design new course curriculum. This will include, among others, the following key components:
- Development of all segments of course curriculum
- Identify all teaching methodologies
- Development of materials (virtual & non), platforms (in person, virtual, etc.)
- Coordination with other Poder Judicial Offices
- Validation of the curriculum, materials & methodologies
- Development of course evaluation mechanisms
- Development of online platform (website) for Code of Judicial Ethics course
- Training Implementation: Technical assistance to provide trainings to Poder Judicial Personnel; this must include a Training of Trainers (TOT) component & TOT trainings.
- Assessment: Technical assistance to assess trainings. Assessment will also include report with findings and recommendations.
- Implement Lessons Learned: Technical assistance to implement lessons learned/changes recommended by assessment into the course curriculum.

- Total Funding Available: $200,000 U.S. Dollars

- Application Floor: At least $150,000 U.S. Dollars

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Applicants must have the ability to develop and successfully implement a project in Costa Rica and meet INL’s reporting requirements. Organizations must also be able to demonstrate current country registration in Costa Rica.
- Applicants must have demonstrated experience in developing and implementing adult education programs based on interactive adult learning theory in similar educational capacity building programs in Costa Rica.
- Applicants must have demonstrated ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff must be proficient in English in order to fulfill reporting requirements.
- For this project, applicants should have existing, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
