NOFO: Yemen Counter Smuggling Investigations (US)

The Bureau of Counterterrorism (CT) of the U.S. Department of State invites applicants to submit proposals for a program aimed at building the Royal Oman Police’s (ROYG) ability to screen for, identify, and interdict the illicit transfer of weapons, explosives, and related materials. The program also seeks to systematically enhance the investigation and prosecution of traffickers.

The Department of State may offer continuation grants beyond the initial budget period on a non-competitive basis, depending on the availability of funds, satisfactory program progress, and if continued funding serves the Department’s best interests.

The program’s goals include disrupting terrorist plots and movements. It aims to strengthen border control and security capabilities in focus countries to counter terrorist travel and mobility. It also seeks to sever sources of terrorist strength and eliminate safe havens. Another key objective is building the capacity of criminal justice practitioners to investigate, prosecute, adjudicate, and incarcerate terrorist offenders within a rule of law framework.

The total award amount available is $3,946,719, with a performance period ranging from 12 to 36 months. Expected outcomes include an increased ability of the ROYG Ministry of Interior and Counterterrorism units to identify and interdict terrorist smuggling networks and related activities, as well as improved capacity to identify, watch list, and prosecute smugglers.

Eligible applicants include not-for-profit organizations such as think tanks and civil society or non-governmental organizations, for-profit organizations where permitted, public and private educational institutions, international organizations, and governmental institutions.
