The UN Women is announcing Call for Proposals (CFP 004) for Implementing Partners (For Civil Society Organizations- CSOs) to support the establishment of a Parliamentary caucus on family violence and support Gender Responsive Budgeting (GRB) and Family Violence (FV) training series for parliament, local government and CSOs in targeted parishes/communities.
The European Union (EU) and the United Nations (UN) have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) – The Spotlight Initiative. The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development.
The overall goal of the Spotlight Initiative in Jamaica is to reduce Family Violence. Guided by the ecological theory that underpins the connections between family and society, the ecological model is utilised to address the causes, consequences, and response to family violence, as well as the issue of normalization of violence in Jamaica, so that family violence is seen and treated as a public issue.
Description of Required Services/Results
- It is expected that national, sub-national and/or regional partners’ knowledge and awareness of human rights obligations will be strengthened and they will have increased capacities and tools to be able to draft laws and/or policies that guarantee the ability of women’s rights groups, CSOs and women human rights defenders to advance the human rights agenda.
- With this in mind, resources are being made available within the SI, for the CSO to:
- Support the establishment of a Parliamentary caucus on family violence and support Gender Responsive Budgeting (GRB) and Family Violence (FV) training series for parliament, local government and CSOs in targeted parishes/communities (1 CSO Grant: USD30,000 equivalent).
Timeframe
- The expected duration of this partnership is from 6th January 2021 – 31st December 2022.
Eligibility Criteria
- Requirements:
- Technical/functional competencies required;
- Implementing Partners must be a Registered Non-Governmental Organization.
- At least 5 years’ experience implementing initiatives on gender equality and women’s rights, including the elimination of violence against women.
- At least 5 years’ experience producing knowledge products and research on violence against women.
- At least 3 years’ experience in gender-responsive budgeting, economic analysis, social research.
- At least 3 years’ experience undertaking economic forecasting and modelling is required.
- At least 5 years’ experience working in Jamaica.
- Other competencies, which while not required, can be an asset for the performance of services
- Previous experience working with the United Nations.
- Technical/functional competencies required;
- Mandatory requirements/pre-qualification criteria:
- Confirm that the services being requested are part of the key services that the proponent has been performing as an organization. This must be supported by a list of at least three customer references for which similar service is currently or has been provided by the proponent.
- Confirm proponent is duly registered or has the legal basis/mandate as an organization
- Confirm proponent as an organization has been in operation for at least five (5) years
- Confirm proponent has a permanent office within the location area.
- The proponent must agree to a site visit at a customer location in the location or area with a similar scope of work as the one described in this CFP.
- Confirm that proponent has not been the subject of a finding of fraud or any other relevant misconduct following an investigation conducted by UN Women or another United Nations entity.
- Confirm that proponent has not been the subject of any investigations and/or has not been charged for any misconduct related to sexual exploitation and abuse (SEA).
- Confirm that proponent has not been placed on any relevant sanctions list including as a minimum the Consolidated United Nations Security Council Sanctions List(s).
