The UNOPS Peace and Security Cluster is inviting interested and eligible applicants to apply for a Call for Proposals for the grant project: Humanitarian Mine Action in Support of MAPA Operational Work Plan, Farah, Afghanistan.
The United Nations Mine Action Service programme in Afghanistan (UNMAS Afghanistan) supports the Mine Action Programme of Afghanistan (MAPA) and DMAC to protect the civilian population from the threat of explosive ordnance and contributes to peacemaking and the protection of civilians in hard-to-reach areas through political and humanitarian dialogue.
Impact
- UNMAS Afghanistan has a vision that Afghan communities benefit from humanitarian and development initiatives unimpeded by explosive ordnance. To realise this vision, clearance and related activities are required in the project locations identified.
Outcomes
UNMAS Afghanistan seeks progress towards the following four programme-level outcomes in Afghanistan, measured by the corresponding indicators.
- The DMAC manages a prioritized, principled, gender responsive and efficient mine action programme.
- Armed non-state actors (ANSA) do not impede delivery of humanitarian mine action
- People at risk across Afghanistan recognize how to mitigate the risk of explosive ordnance.
- Rights of survivors, victim families and broader persons with disabilities are respected.
Project Locations
- The project activities will take place in Farah Province, in the districts and communities. In addition, the grantee may perform activities in other locations, as reasonably requested by the DMAC.
Target Beneficiaries
- The IMSMA records indicate that 3,955 people live within 1 Km of the hazards. It is expected that these figures will be verified by the grantee and reported to UNMAS Afghanistan during milestone and final reporting. There is a need to ensure that community liaison, data collection and EORE are accessible to vulnerable and marginalised groups in Afghanistan, including women and persons with disabilities.
- There is a requirement that extensive dialogue take place during the recruitment of deminers between all relevant stakeholders in the area, including opposing sides of the conflict, to ensure that recruitment is representative of all ideologies and communities.
Eligibility Criteria
- Grant applications shall only be accepted from National and International not-for-profit Non-Governmental Organisations (NGOs) that are registered to operate in the Islamic republic of Afghanistan. No governmental agencies, departments, or ministries are eligible.
- Organizations must demonstrate a minimum of two years of experience, in implementing successful land release projects in Afghanistan;
- At least 10 years of relevant experience of the Senior Management for newly established NGOs/ start ups.
- Organizations must possess valid accreditation for demining operations including Explosive Ordnance Risk Education (EORE), Non-Technical Surveys (NTS), Technical Survey (TS), destruction of spot ERW and clearance of Mine Fields (MFs) and BattleFields (BFs), from the Directorate of Mine Action Coordination (DMAC) of the Government of Afghanistan.
- Organizations must have environmental protection policies and SOPs in place that have been approved by DMAC.
