The United Nations Development Program (UNDP) hereby invites you to submit your Proposal for the “School Safety Program” in the State of Maharashtra under the UNDP Project on “Strengthening the Disaster Risk Management systems for the Government of Maharashtra”.
Objectives
The selected agency will work under the overall supervision of the Program Officer (Resilience), UNDP-India. It would be responsible for carrying out the following tasks:
- Adapt/ develop the module for training of trainers program for teachers and other concerned stakeholders from 34 districts in the State.
- Conducting 3-days Training of Trainers program in a clustered manner (one in each of the six divisions of the State) with 10 master trainers being developed per district. The TOT should provide an intense hands on training across three days, at the end of which the person will have to be qualified as a master trainer in school safety
- Develop a training calendar with the education department and the SDMA to map out the timelines for covering at least 70% of schools with the trained TOTs.
- Create a School Safety Manual in Marathi and English consisting of information on how to develop a schoold DM plan, methodology for creation and updation of school safety plans, template of the plan, etc. This should also include the best practices from countries like New Zealand, Japan etc where School safety has been made an integral part of Disaster Mitigation.
- Create school safety disaster management plan for 34 schools through a detailed participatory process at the school with the relevant stakeholders. The list of the schools as shortlisted by the State Government will be provided by UNDP
- Conduct mock drill and simulation exercises for all the selected 34 schools. Coordinate with departments like that of civil defense to make sure they are included in the drills.
- Prepare IEC material (Posters, booklet, pamphlets etc) for school safety awareness and training in Marathi and English.
- Creation of a design and structure for a Central Portal having information on various aspects of school safety as well as proformas of school disaster management plans that can be prepared and uploaded online by all schools in the State.
- Coordinate, organize and facilitate all consultation workshops/meetings
- Submit final versions of school disaster management plans along with the reports of the mockdrills conducted.
- Review/ modify plans if required as per outcomes of the mock drills
Expected Outcomes
- Finalization of a module to conduct ToT’s on school safety.
- Training of Trainers programs on school safety also focusing on non-structural measures and the strategy of the state-wise intervention
- Creation of school safety plans for one school in every 34 districts in the State. The list of the schools will be provided by UNDP.
- Conduct mock drills and simulation exercises in one school per district.
- Creation of a manual on school safety and various IEC material in local language and English.
- Creation of a design and structure for a Central Portal having information on various aspects of school safety as well as proformas of school disaster management plans that can be prepared and uploaded online by all schools in the State.
Eligibility Criteria
- Proposals are invited from the institutions/organizations only.
- Proposal submitted by Individuals will not be accepted.
- The agency must have minimum three years of consulting experience on environment/DRR or related field.
- The agency must have completed minimum two projects on preparation of School Safety Plans.
- The agency must have implemented a minimum of 5 projects related to disaster management or in the environment sector as a whole.
