The United Nations Development Programme (UNDP) has announced a call for proposals for 2020 Preparation of Eighteen Ward Level Disaster Management Plan in Visakhapatnam City.
Objectives
The purpose of this study is to develop twenty-four Ward Level Disaster Management Plans on the lines of the Visakhapatnam Disaster Management Plan 2019 and also incorporate the Hazard Risk and Vulnerability Assessment of Visakhapatnam in the same. The templates for the plan and the methodology of the study should flow from a desk review of global & national best practices in emergency plan formulation for cities. It is desired that the administrative wards should be the first unit of response to an emergency. With this view, administrative wards must develop their disaster management plans for effective institutionalization of disaster response mechanisms. Hence, the organization is expected to develop detailed plans specific to the requirements of each of the 24 wards of Greater Visakhapatnam Municipal Corporation. The selected agency will work under the overall supervision of the Programme Officer (Resilience), UNDP-India and coordination with the City Project Coordinator, Visakhapatnam. It would be responsible for carrying out the following tasks:
- Component 1: Review of global practices for the formulation of cities/ward level emergency management
- Develop case study on the best practices with a view to assessing comprehensiveness in terms of multi-hazard risk mitigation & preparedness, clarity of roles & responsibilities, operational efficiency and appropriateness in aftermath of a disaster wrt WDMP.
- Inform the project about the status of ward level disaster management planning in the country
- Submit a presentation and recommendation on this component which could be of relevance in outreach events such as seminars and round tables.
- Component 2: Developing Ward Level Disaster Management Plan for Visakhapatnam:
- Prepare the methodology for the preparation of the plans after the endorsement from all the stakeholders.
- Develop the draft template of the Ward level Disaster Management Plan (WDMP) through a consultation process with all stakeholders.
- Collect the primary and secondary data based on the agreed methodology.
- Prepare background notes and agenda for Consultation Workshops for the preparation of the WDMPs.
- Coordinate, organize and facilitate all Consultation Workshops.
- Prepare Report of Consultation Workshops with recommendations/suggestions.
- Prepare draft WDMPs duly incorporating all suggestions and recommendations of the Workshops.
- Submit the draft WDMP and obtain feedback from the UNDP and concerned authorities of the Departments through a consultative process.
- Carry out one simulation/ tabletop exercise for the stakeholders through the city administration and submit the report to UNDP.
- Prepare checklists and guidance notes that will inform the authorities on how to review and revise their respective disaster management plans.
- Review and modify plans as per the request and suggestions received from the city administration and outcomes of the stakeholder’s review/tabletop exercise.
- Submit final versions of WDMP to UNDP after duly incorporating feedbacks/ suggestions received from the city administration and all the stakeholders.
- Component 3: Incorporate all the applicable provisions laid down in the City Disaster Management Plan and Hazard Risk and Vulnerability Assessments of Visakhapatnam into the Ward Level Plan.
- Highlight peculiar aspects related to physical as well as socio-economic aspects of each ward for developing effective strategies for disaster risk reduction initiatives.
- Prepare demographic maps, socio-economic profile map, local hazard map, location map of key institution buildings such as government buildings, schools, hospitals, police stations and fire stations.
- To capture and build the capacities of existing government institutions, emergency service providers, utility agencies, social institutions etc and communities at wards and city levels.
- To conduct stakeholder consultation workshops with key stakeholders and develop a series of recommendations to further outline a series of steps to improve public safety measures in Visakhapatnam on account of geophysical, hydro-meteorological and multi- hazards. Provide a broad investment plan for the recommended actions.
Deliverables
A detailed plan of work detailing the activities and timing, methodology, key information sources to be used, and institutions/organizations to be consulted in undertaking the task should be provided upon the signing of the contract. This will be discussed and approved prior to the start of the work. The following deliverables should be submitted while conducting the study:
- Inception report within two (1) week after awarding of the contract.
- Presentation of Evidence-Based Interim Reports on stakeholder’s consultation workshop within 4 weeks of the signing of the contract.
- Submission of draft WDMP reports to UNDP within ten (10) weeks after award of the contract to the City/State Administration.
- Submission of the final report including the inputs of the tabletop exercise and investment plan for recommendation action and outputs of component 1after twelve (12) weeks from the date of award of contract.
Impact of Results
The Ward Level Disaster Management Plans are expected to serve as a guide and to help the City Level Administration in gaining a better understanding of the multi-hazards and the vulnerabilities faced by Visakhapatnam. It is expected that with the enhanced understanding, necessary steps would be taken by them to incorporate multi-hazard related risks in Disaster Risk Reduction Policy, sectoral planning and implementation for climate/disaster risk mitigation, disaster preparedness at community, ward and city levels.

- Technical expertise, human resources and operational capacity to undertake assignments of this scale/specification.
- Past experience handling similar assignments.

- Capacities to develop innovative methodologies to involve stakeholders in developing public policy drafts.
- Language requirement: Fluency in written and oral English and Telugu.
