Call for Proposals: Climate Policy and Governance in Brazil

USAID/Morocco Local Climate Action Program

Deadline: 15-December-2025

The focus is on federative climate governance and capacity strengthening for climate action at subnational levels.

This initiative was developed following engagement with the Brazilian government and in consultation with the Ministry of Environment and Climate Change (MMA). Up to £1,000,000 in funding is available for projects that will commence in April 2026 and must be completed by March 2027. Projects are expected to be delivered on a not-for-profit basis.

Organisations eligible to apply include those with relevant experience in delivering projects related to climate governance and capacity building, such as local or international NGOs, think-tanks, consultancies, academic institutions, professional associations, private sector entities, and UN agencies. Consortiums comprising two or more organisations are also encouraged to apply. However, government agencies, departments, and state-owned enterprises are not eligible for UK PACT funding, either as lead organisations or as partners in a consortium.

Eligible project costs include consultancy and staff time required to deliver activities, reasonable travel and subsistence expenses, and other costs directly related to outputs such as workshops, seminars, reports, and translation services. Infrastructure, hardware, or tangible asset costs are not eligible for funding under this call.
