UNESCO is pleased to launch a call for applications for the Visual Inspection for defining Safety Upgrading Strategies (VISUS) for Zimbabwe to identify the necessary actions for upgrading the safety of existing schools in Chimanimani and Chipinge districts of Zimbabwe in a multihazard perspective, while reducing as much as possible the time and costs of the safety assessment of the learning facilities of each school.
Activities
- Adaptation of Visual Inspection for defining Safety Upgrading Strategies (VISUS) to local risk profile: Under this specific activity, the experts shall adapt VISUS to account for local specificities of Zimbabwe, that will be identified also taking into consideration the indications of the implementation partner units (UNOPS-Zimbabwe technical team);
- Preparation of training material: Training materials to be developed for online learning as well as physical training. Slides and handbook for the training need to be developed and the experts to support the training remotely and in person when performing the localised VISUS assessments. The training should allow trainers to develop competencies concerning:
- awareness raising and the need to define prioritization strategies, the decisionmaking process, and in particular in the intelligence phase;
- understanding the scientific basis of the Visual Inspection for defining Safety Upgrading Strategies (VISUS) methodology;
- experience with the execution of the Visual Inspection for defining Safety Upgrading Strategies (VISUS) surveys as well as with the procedures for collecting and sharing the data with the VISUS tools.
- Customization of the Visual Inspection for defining Safety Upgrading Strategies (VISUS) portal for implementing the surveys: under this component, the VISUS portal for survey management and support needs to be customized depending on the results of the adaptation phase, including the potential new substantial elements of information and implementing the criteria and rules for their evaluation.
- Remote support and scientific supervision by the scientific unit: as indicated in activity 2, the experts will be expected to provide scientific support and advising during the training, the survey execution, and the survey data validation.
- Development of the individual and collective reports for 14 schools in Zimbabwe (Chimanimani and Chipinge Districts): the individual reports need to consider the multi-hazard perspective, and provide indicators concerning the safety situation, the safety upgrading needs and the status condition, and highlighting the weaknesses identified in the school, also with the photos proving the situation identified during the surveys.
Duration
- The Visual Inspection for defining Safety Upgrading Strategies (VISUS) is to be carried out over 3 months from 26 July 2021 to 22 October 2021.

- A fully developed online training course and training materials (slides and handbook)
- Customised Visual Inspection for defining Safety Upgrading Strategies (VISUS) portal for implementing the surveys
- Final report with proposed recomendations
