The Jobs Plus program offers competitive awards to public housing authorities (PHAs) aimed at increasing the economic self-reliance of residents living in HUD-assisted housing.

This initiative focuses on saturating targeted public housing projects with information about employment-related services, encouraging sustained employment well beyond the program cycle.

The program centers around three main components: employment-related services, financial rent incentives, and community support for work. PHAs will collaborate with local partners to enhance residents’ access to job training, skill development, financial literacy education, and direct hiring opportunities. As a place-based program, Jobs Plus supports working participants in achieving greater economic independence.

An important expectation for participating PHAs is to reach out to all adults aged 18 to 64 in the targeted communities within the first year to inform them about the program. Jobs Plus also encourages community-wide efforts that improve participants’ ability to take full advantage of available employment services. This approach aims to boost residents’ confidence in engaging with the local job market and sustaining positive employment outcomes after the grant period ends.

Key measures of success for the program include the percentage of participants who gain employment, increases in quarterly employment rates, and the growth in both the number of residents with higher incomes and the amount of income earned.

Approximately $21.6 million in funding is available for this opportunity, including $15 million from fiscal year 2025 and about $6.6 million carried over from fiscal year 2024. Additional funds may also be awarded depending on statutory guidelines and competition results.

Eligible applicants for this program are public housing authorities and Indian housing authorities. Individual applicants are not eligible to apply.
