The Bureau of Population Refugees and Migration (PRM) is offering grants to support Colombian and Venezuelan populations of concern in Colombia, Ecuador, Peru, and Venezuela.
PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees, asylum seekers, and vulnerable migrants.
Program Areas
Proposals must align with one or more of the following program areas:
- Humanitarian Protection and Assistance
- Interim and Durable Solutions
Country-Specific
- Colombia
- PRM’s humanitarian assistance funding in Colombia will:
- respond to the continued influx and projected increase of Venezuelan refugees, asylum seekers, and vulnerable migrants, particularly in underserved locations; and
- ultimately connect beneficiaries of humanitarian assistance to government services and development programs.
- Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Livelihoods
- Protection
- Shelter
- Cash and Voucher Assistance (CVA)
- Funding limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $2,000,000
- Funding ceiling per year (highest $ value): $5,000,000
- PRM’s humanitarian assistance funding in Colombia will:
- Ecuador
- Projects may not focus solely on Colombian beneficiaries. NGO proposals for Ecuador must align with the 2022 Regional Refugee and Migrant Response Plan for Refugees and Migrants from Venezuela. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Protection
- Health and MHPSS
- Livelihoods
- Shelter
- Funding limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $1,000,000
- Funding ceiling per year (highest $ value): $3,000,000

- Funding ceiling per year (highest $ value): $3,000,000
- PRM’s humanitarian assistance funding in Peru will respond to the continued influx, and projected increase, of Venezuelan refugees, asylum seekers, and vulnerable migrants to Peru. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Venezuela
- PRM’s humanitarian assistance funding in Venezuela will:
- respond to the continued humanitarian needs of Colombian refugees and migrants in Venezuela and their host communities; and
- raise awareness among Colombian refugees and migrants on country conditions and facilitate access to ongoing voluntary return programs.
- Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Legal Protection
- Protection
- Funding Limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $1,000,000
- Funding ceiling per year (highest $ value): $2,000,000

Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO.
- Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
