Open Call: Implementation of General Food Assistance, Nutrition, Digital and Financial Inclusion, Resilience and Self-Reliance in Imvepi Refugee Settlement and Hosting District (Uganda)

The World Food Programme (WFP) has announced a new call for proposals focused on implementing general food assistance, nutrition, digital and financial inclusion, resilience, and self-reliance in Uganda’s Imvepi Refugee Settlement and surrounding host districts. This initiative supports two critical pillars of the Comprehensive Refugee Response Framework: Emergency Response and Ongoing Needs, and Resilience and Self-Reliance.

WFP aims to ensure that refugees, host communities, and other crisis-affected populations have access to adequate and nutritious food during emergencies. At the same time, the program is designed to help these communities gradually build resilience and move toward long-term self-reliance.

This call targets multiple sectors, including food security through cash or in-kind food assistance, livelihoods support, and nutrition services. It also promotes community mobilization, microfinance, and self-reliance initiatives. Nutrition efforts include infant and young child feeding, along with malnutrition prevention and treatment.

The geographic focus is on northern Uganda, where the initiative aims to reach food-insecure refugees and asylum seekers, linking them and host communities to complementary services that address both food and nutrition needs. Special attention will be given to nutritionally vulnerable children under five, pregnant and breastfeeding women and girls, through nutrient-rich foods and behavior change communication (SBCC).

WFP also plans to strengthen the capacity of government institutions and stakeholders to plan, target, and deliver prioritized assistance. This will enhance resource use and ensure aid reaches the most at-risk households.

The program supports refugees and host communities in building sustainable livelihoods through access to productive assets, skills development, and a coordinated, multi-sectoral approach. The effort includes promoting climate-smart agriculture, digitizing Village Savings & Loan Associations (VSLAs), and linking them with formal financial institutions to boost income and economic inclusion.

Social empowerment, mindset change, and demand-driven livelihood diversification are also core components. Proposals will be evaluated based on criteria such as accountability to communities, clarity of activities and expected outcomes, cost-effectiveness, local presence, security considerations, innovation, and experience working with the UN.
