RFPs: Local Entity to build Financial and Climate Resilience for Fiji’s Cane Farmers

UNCDF’s Pacific Insurance and Climate Adaptation Programme is seeking a partner organisation to serve as an aggregator that can help strengthen the financial resilience of sugarcane farming communities in Fiji. The goal is to enhance their preparedness for climate-related risks by increasing access to Climate Disaster Risk Financing and Insurance (CDRFI) solutions, such as parametric insurance.

The selected partner will be responsible for building awareness and improving financial and insurance literacy among cane growers. This will empower farmers to make informed decisions when using CDRFI products and services to protect their livelihoods against climate impacts.

The aggregator will expand the reach of CDRFI solutions by implementing focused outreach strategies. They will conduct training for staff using UNCDF-developed literacy manuals and materials, and run awareness campaigns aimed at sugarcane farming communities and other vulnerable groups.

Training materials should be tailored to the needs of these communities. The partner will also be expected to manage reporting and knowledge-sharing tasks, including collecting disaggregated data by gender, age, disability status, and location, both for outreach activities and for those covered by parametric insurance.

To be eligible, vendors must not be suspended or debarred by the UN, World Bank Group, or other international organisations. Bidders must disclose any sanctions or temporary suspensions and ensure that their team members and partners also meet these conditions. Proposers must have the legal capacity to enter into a binding contract with UNDP and deliver services in Fiji, either directly or through an authorised representative.
