Applications are now open for the In-Home Support Pilot Project stream of the Age Well at Home (AWAH) initiative.
This stream funds eligible organizations across Canada with experience delivering one or more of a specific list of volunteer-based services to seniors. Organizations need to provide at least 1 of the following eligible practical support services to low-income and otherwise vulnerable seniors in a local area ,as well as help seniors navigate and access eligible services provided by other local organizations.
Objectives
Employment and Social Development Canada will invest in projects from eligible organizations that focus on providing services to low-income and otherwise vulnerable seniors, primarily in the seniors’ homes who need help to age at home, primarily through volunteers. The objectives of the initiative are to:
- expand delivery of volunteer-based eligible services to low-income and otherwise vulnerable seniors, primarily in the seniors’ homes to help them age at home, by offering additional eligible services and/or offering existing eligible services to more seniors, and
- provide a service that helps low-income and otherwise vulnerable seniors navigate and gain access to eligible services provided by other organizations active in the local area.

Eligible Projects
Your project must meet all of the following criteria:
- End by March 31, 2025
- deliver services only within a local area (not of national or provincial scope)
- completed Application for Funding form (EMP5523) and supporting documents submitted within the allowed timelines, and
- an eligible recipient submits the application
Eligible Activities
Your project must include the following mandatory activities:
- Introducing new eligible services and/or expanding delivery of the eligible services already offered, within 6 months of the start of the agreement
- working with ESDC’s research partner, including participating in developing a common measurement framework and collecting information for mandatory results indicators developing a sustainability plan participating in a Community of Practice convened by ESDC
- expecting that funding recipients engage over the course of the project with a researcher contracted by ESDC to support the evaluation of In-Home Support Pilot Project stream projects submitted under the Age Well at Home Initiative, and participate in an ESDC-managed Community of Practice to facilitate sharing expertise and experience among projects.
- Note: Your participation in the Community of Practice convened by ESDC will provide you with additional training and knowledge-sharing opportunities.
- Note : Extra consideration will be given to organizations planning to deliver multiple services. Projects are expected to rely on volunteers to deliver services, unless there are exceptional circumstances that make it impossible to deliver a service without paid support.
Eligible Services
- Eligible services are:
- light housekeeping (for example laundry, cleaning)
- meal delivery and/or preparation
- home maintenance (for example repairs, yard work, lawn mowing)
- transportation (for example to appointments, errands)
- snow removal
- volunteer drop offs (for example groceries, medication, pet supplies), and
- friendly visiting in the home
Eligibility Criteria
To apply, you must meet all the following eligibility criteria.
- Your organization must have significant and relevant experience in delivering one of the following services to low-income and otherwise vulnerable seniors, primarily in their home, for at least 3 of the last 5 years:
- light housekeeping (for example: laundry, cleaning)
- meal delivery and/or preparation
- home maintenance (such as repairs, yard work, lawn mowing)
- transportation (for example to appointments, errands)
- snow removal
- volunteer drop offs (for example: groceries, medication, pet supplies), and
- friendly visiting in the home
- Your organization can only submit 1 application under the In-Home Support Pilot stream Call for Proposal s (CFP).
- Your organization must be in Canada and must be 1 of the following types:
- not-for-profit organization (including charities)
- municipal governments
- educational institution
- Indigenous entities including:
- band councils
- tribal councils, and
- self-government entities
- health and s services institutions
- The following organizations are eligible to apply, if they can demonstrate that their provincial or territorial government is in agreement with the proposed project:
- post secondary institutions
- health institutions
- provincially/territorially funded institutions.
