U.S. Department of State, Bureau of Conflict and Stabilization Operations (CSO) is seeking applications for its grant programme entitled, “Countering Violent Extremism in the Philippines through Training, Programming, and Coordination” to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence is taking place.
Objectives
The program comprises the following illustrative objectives:
- Build the capacity of a select group of researchers, local community NGOs, and LGUs to identify and effectively address VE through evidence based analysis and programming in targeted communities.
- Increase coordination among the select group of researchers, local community NGOs, and LGUs to more effectively address violent extremism collaboratively.

- Award Ceiling: $2,300,000
Eligibility Criteria
- Applicants must have acute awareness of conflict-related sensitivities in the Philippines, through prior work in the Philippines or through thematic expertise.
- Applicants are encouraged to partner with relevant organizations with the ability to execute such programming throughout the Philippines.
- Applicants that qualify to receive U.S. grants and/or cooperative agreements (such as U.S.-based non-profit/non-governmental organizations (NGOs) or education institutions having a 501(c) (3) status
with the IRS. - Commercial entities.
- For profit organizations.
- Overseas nongovernmental organizations.
- Foreign Public Entities and Public International Organizations (PIOs)).
- Organizations may form a consortium and submit a combined proposal.
- However, one organization should be designated as the lead applicant.
