The United Nations High Commissioner for Refugees’ (UNHCR) Representation for the Nordic and Baltic Countries has announced a Call for Expression of Interest on “Promotion of refugee protection standards, monitoring and legal assistance for asylum-seekers and refugees in Lithuania”.
Objective
All refugees and asylum-seekers in Lithuania have access to fair and efficient asylum procedures, quality reception systems, and will benefit from policies and practices that facilitate integration and naturalization in line with international and European protection standards.
Activities
- Lead and coordinate national advocacy initiatives related to asylum in partnership with UNHCR and in collaboration with other partners;
- Conduct regular protection monitoring activities in Lithuania as the situation allows;
- Provide legal assistance and counseling to asylum-seekers on asylum procedures in Lithuania,
- Engage in strategic judicial interventions in specific cases of asylum-seekers and refugees aimed at improving the quality of asylum and integration systems in Lithuania;
- Establish and support a network of lawyers interested in asylum and migration issues, and provide regular training and other support with development of their knowledge and skills.

Expected Outcome
Asylum-seekers in Lithuania have access to fair and efficient asylum procedures and adequate reception conditions, which are AGD sensitive. Beneficiaries of international protection benefit from policies and practices that facilitate inclusion and their participation.
Expected Output
Persons seeking international protection benefit from protection sensitive border procedures and reception conditions, which are AGD-sensitive and in line with international standards, supported through independent monitoring. Authorities and Courts further improve fairness and efficiency of asylum procedures in line with the 1951 Convention and international protection standards. Asylum-seekers and refugees have access to the quality legal aid provided from the onset of asylum procedures through strengthened networks of lawyers and NGO legal service providers.

Eligibility Criteria
- UNHCR is looking for implementing NGO partner in Lithuania.
- The call is open for existing and potential NGO partners.
Selection Criteria
- Sector expertise and experience: The required specific skills, sector specialists, knowledge and human resources.
- Project management: Ability to deliver project objectives, accountability mechanisms and sound financial management, taking into account the audit results of the previous UNHCR-funded projects, past performance and the external audit of partners’ financial statements, where applicable.
- Local experience and presence: Ongoing program in the area of operation; local knowledge; engaging refugees and other persons of concern; trust from local communities; local presence; partner policy on community relations; complaint mechanisms for persons of concern; self-organized groups of persons of concern; and other factors that would facilitate access to and better understanding of the persons of concern and that would reduce administrative difficulties.
- Contribution of resource: Evidenced and documented contribution of resources to the Project in cash or in-kind (eg human resources, supplies and / or equipment) by the partner that are presently available (or potentially mobilized by the partner) in order to supplement UNHCR resources.
- Cost effectiveness: Level of direct costs and administrative costs imposed on the Project in relation to project deliverables.
