The “Scholars Programme on EU-ASEAN Relations (SPEAR)” is a programme organised by the EU Delegation to provide international relations academics – including university lecturers, scholars and researchers – with a unique opportunity to deepen their understanding of EU-ASEAN relations.
The programme is designed to introduce participants to the ‘nuts and bolts’ of EU-ASEAN relations, serve to expose participants to EU-ASEAN cooperation and inform them of latest developments in EU-ASEAN affairs.
Scholars, lecturers or researchers focusing on international relations, ASEAN studies, EU foreign policy or related fields. Academic background: A Master’s degree or equivalent. Nationality: Citizens of ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam) or Timor-Leste. Applicants must be fluent in English. Research or teaching interests: Demonstrated interest in EU-ASEAN related issues. Commitment: Willingness to attend all programme sessions and actively participate throughout. Alumni: Previous participants of the SPEAR programme may be considered.
The programme is designed to bring together academics and professionals who share an interest in EU-ASEAN relations, providing a platform for intellectual exchange and collaborative engagement. Eligible applicants are required to submit a detailed Curriculum Vitae highlighting their academic and professional background, along with a Statement of Purpose not exceeding 500 words that outlines their motivation, career aspirations, and specific interest in EU-ASEAN relations. Supporting documents such as a valid ID, Master’s degree certificate, and at least one reference letter are also mandatory for submission.
Personal information and all supporting documents submitted during the application process will be treated with strict confidentiality and used solely for application review and evaluation in accordance with data protection regulations. This ensures that applicants’ details remain secure and protected throughout the selection process.
Participants selected for the programme will benefit from engaging in in-depth discussions with leading figures in EU-ASEAN relations. They will also gain opportunities to contribute to other activities organised by the EU Delegation and build networks with peers as well as EU and ASEAN representatives. A certificate of participation will be awarded by the EU Ambassador to ASEAN, further recognising their academic and professional contribution.
The deadline for applications is 3 October 2025, and interested candidates are encouraged to prepare their submissions in line with the stated requirements to ensure consideration for this unique opportunity.
