The Government of the Czech Republic has introduced the IMPAKT 2 program, a strategic initiative designed to mobilize the academic and public research sectors to advance national security research and innovation.
The Czech Republic has introduced the IMPAKT 2 program to strengthen national and international cooperation in security research and innovation. The program aims to foster coordination among research organizations, enhance partnerships with international institutions, and develop human resources to establish a strong institutional foundation for long-term security research. By supporting collaboration and the exchange of expertise, IMPAKT 2 seeks to build a more resilient and knowledge-driven security framework for the country.
The implementation period for projects under IMPAKT 2 ranges from a minimum of 52 months to a maximum of 64 months, allowing sufficient time to develop and apply research results effectively. The maximum amount of support for recipients of institutional support from the Ministry of the Interior is set at 20 percent of the total project support. The maximum aid intensity per project reflects a commitment to maintaining balanced funding across initiatives, with the estimated total allocation for the public tender amounting to 650 million CZK.
The main objective of the IMPAKT 2 program is to create a synergistic and sustainable research environment that contributes to the overall development and resilience of the Czech Republic’s security system. Through the alignment of research agendas and the encouragement of collaboration, the program is designed to generate new knowledge, technologies, and methods to address emerging security challenges at both domestic and international levels.
The thematic focus of IMPAKT 2 highlights the Czech Republic’s strengths in research and innovation, concentrating on areas such as the investigation of serious and organized crime, cybersecurity, protection against chemical, biological, radiological, and nuclear threats, and the enhancement of disaster risk reduction and societal resilience. These themes are essential for strengthening national preparedness, improving response capabilities, and supporting recovery in the face of evolving security risks.
A major component of IMPAKT 2 is Sub-programme 1: Centres for Cooperation in Security Research. This sub-programme focuses on strengthening the knowledge and research base of the national security system through the establishment of Centres for Cooperation in Security Research. These centres will integrate and coordinate activities across priority areas, ensure effective dissemination of knowledge and technology between researchers and end users, and promote the long-term development of professional expertise and applied research capacities. Sub-programme 1 will also build on the success of existing consortia from previous security research projects, while encouraging the formation of new partnerships to enhance innovation and collaboration.
Eligible applicants include research organizations that meet specific professional and legal requirements. Applicants must demonstrate professional competence, economic stability, and hold all necessary legal authorizations. They are required to have no bankruptcy proceedings, liquidation issues, or outstanding public liabilities and must comply with registration requirements in the Register of Beneficial Owners to ensure full transparency and accountability.
Through the IMPAKT 2 program and its sub-programmes, the Czech Republic is continuing to strengthen its security research ecosystem by combining scientific excellence, innovation, and ethical responsibility. This long-term initiative will deepen collaboration among academia, public institutions, and international partners, positioning the country as a European leader in the development of research-driven, resilient, and forward-looking security solutions.
