Support Call for Order-Based Research and Development Projects Targeting SMEs (Turkey)

The “1707 SME Support Call for Order-Based R&D Projects ” aims to fund innovative R&D projects led by SMEs that focus on turning customer needs into commercially viable solutions with high commercialization potential.

The focus areas encompass customer requirement-driven solution proposals developed by SMEs through R&D, projects where the outputs will be commercialized by either the Customer Institution or Supplier Institution, and R&D conducted by the Supplier Institution. Contributions to R&D costs by the Customer Institution and projects that can quickly transform into products with substantial commercialization potential are among the priorities. This call prefers projects aligned with the Green Agreement’s prioritized R&D and Innovation topics.

The call supports projects without sector or subject limitations. SMEs as Supplier Institutions collaborate with Customer Institutions, which may be SMEs or large enterprises. The R&D work is carried out by the Supplier Institution, with the Customer Institution monitoring project progress. Projects must include market research and technical feasibility studies. A project budget capped at 7,500,000 TL and a maximum duration of 24 months apply, with no advance payment; financial disbursements follow specific co-financing rules involving TÜBİTAK and customer contributions.

Supported cost elements for Supplier Institutions include personnel, travel, consultancy, service procurement, equipment, software, material, and auditing costs. Customer Institutions may obtain support for personnel involved in management, quality, testing, and validation activities, with some limits.

Applicants must form a cooperation agreement specifying project scope, responsibilities, intellectual property, and dispute resolution. At least one university degree holder relevant to the project must be among the project personnel at both Customer and Supplier Institutions. Projects already completed or identical to existing products are not eligible.
