The Amman Office of the Italian Agency for Development Cooperation (AICS) has launched a Call for Proposals to support the emergency initiative “Humanitarian aid initiative to support the vulnerable displaced and returned population and the host community in Iraq.”

This initiative is rooted in the Italian Cooperation’s Three-Year Programming and Guidance Document 2024-2026 and reflects Italy’s ongoing commitment to providing humanitarian assistance in contexts affected by conflict, displacement, and instability. The program seeks to respond to pressing humanitarian needs while laying the groundwork for sustainable recovery and peacebuilding.

Through this initiative, AICS aims to strengthen humanitarian action in line with international principles of impartiality, neutrality, independence, and humanity, as well as the Good Humanitarian Donorship (GHD) guidelines. It focuses on protecting people in vulnerable situations—particularly displaced persons, refugees, asylum seekers, and host communities—while fostering peacebuilding, reconciliation, post-conflict stabilization, and the development of democratic institutions. The program aligns with the humanitarian-development-peace nexus approach promoted by the Italian Cooperation and the New Way of Working (NWOW), which emphasizes addressing immediate needs while reducing vulnerabilities and promoting long-term resilience.

Projects funded under this call are expected to meet urgent humanitarian needs by providing access to essential goods for highly vulnerable families, while also creating opportunities for sustainable livelihoods through vocational training and support for local economic initiatives. These efforts are designed to help affected communities recover their autonomy, rebuild their lives, and contribute to local development and stability. Cross-cutting themes—such as gender equality, disability inclusion, child protection, and environmental sustainability—must be embedded in all project proposals to ensure a comprehensive and inclusive response.

The initiative will prioritize activities in areas hosting the largest numbers of displaced persons and returnees, especially in the governorates of Iraqi Kurdistan. However, the geographic scope may be adapted during implementation based on shifting displacement dynamics and emerging needs. Projects may have a maximum duration of 18 months, with funding requests not exceeding €900,000 for proposals submitted by a single non-profit entity or a consortium of non-profit entities.

Eligible applicants must be non-profit organizations registered in the AICS list under Article 26 of Law 125/2014, with proven experience in humanitarian interventions, the operational capacity to work on-site, and full compliance with tax, social security, and insurance obligations. Applicants must not have any unresolved debts or past record of misconduct with AICS or other donors. All project proposals must include approval or endorsement from relevant local authorities or, if this is not feasible due to security conditions, from the competent Italian diplomatic representation.

This call represents an opportunity for experienced non-profit entities to contribute to addressing urgent humanitarian challenges in Iraq while supporting long-term peace, stability, and development for displaced and returnee populations as well as host communities.
