CFAs: Regional Mobility Support Fund “AléVini”

The regional ICC development project in Indian Oceania, the IOC has launched the fifth round of allocation of “AléVini, regional mobility support fund.

The objectives of this grant are to promote inter-island cultural and artistic exchanges to strengthen the CCI value chain: creation, production, distribution, and dissemination, and to develop the region’s artistic and cultural market by promoting the creation of professional networks. As the CCI project aims for structural change for gender equality in culture, priority will be given to projects that have an impact on equality by promoting the full participation and inclusion of women.

The IOC’s CCI project focuses on fostering inter-island exchanges and collaborations, enhancing access to regional markets, and strengthening the CCI value chain across the Indian Ocean. The program allocates financial support under two categories: up to EUR 2,500 for individual regional mobility and up to EUR 500 for the export of artworks, with a total budget of EUR 52,500 for Cycle IV. Applicants may combine both grants, though the export grant alone is not eligible for application.

The grant covers specific eligible costs such as travel, living expenses, visa fees, and family assistance for individual mobility, as well as freight, customs, and logistics for artwork export.

Eligible sectors include visual arts, performing arts, music, audiovisual/cinema, literature and books, architecture and design, digital arts, and multidisciplinary creative expressions. Activities may take place in any of the participating countries or, in specific cases, beyond the Indian Ocean region. The proposed mobility activities must run between 1 February 2026 and 31 July 2026, lasting between five and ten days (excluding travel).

Eligible activities include networking mobility to establish collaborations, creative mobility through residencies or exchanges, and skills development mobility such as training workshops. Preference will be given to activities that empower women in CCIs—such as initiatives promoting women’s networks, residencies on women’s advancement themes, or training programs addressing gender discrimination in creative professions. Activities solely focused on diploma courses or commercial art promotion are excluded.

Eligible applicants must be individuals residing and holding citizenship in one of the beneficiary countries—Union of the Comoros, Madagascar, Mauritius, Seychelles, or Mozambique. They must be active in the cultural and/or creative sectors and directly responsible for managing their proposed actions. Individuals with ongoing IOC grants, conflicts of interest, or integrity issues will not be considered.

Applications will be evaluated based on the project’s relevance, the mobility’s purpose and quality, expected impacts, and contributions to gender equality and the CCI ecosystem.

Applications must be submitted in English or French and include all required documents such as the application form, passport, CV, portfolio, invitation letter, declaration of integrity, and gender commitment letter. Incomplete or unsigned submissions will be deemed ineligible.
