Together We Lead: Placing Gender Equality at the Centre Program (Bangladesh)

UN Women has announced proposals for Placing Gender Equality at the Centre Program.

The aim of this call is to identify a local women’s rights organization (WRO) (women-led organization (WLO) preferred) with operational presence and capacities in Cox’s Bazar, working in the Rohingya refugee camps and host community to carry out the activities.

The selected partner will implement a network of Gender Volunteers in the Rohingya refugee camps and host communities. This partnership will focus on enhancing gender-responsive service delivery, promoting women’s leadership, and advancing social cohesion in both the Rohingya camps and host communities through the Engaging Men through Accountable Practice (EMAP) approach.

Key Indicators and Targets

• Number of project staff and Gender Volunteers that acquired the skills to effectively guide men and boys through the various stages of individual behaviour change through implementing EMAP. Target: 82 (2 project staff; 80 Gender Volunteers – 50 females, 30 male)
• Number of community members participating in EMAP, disaggregated by location (refugee camp and host community), and sex/gender, age, and disability. Target: 200 community members (160 Rohingya, of which 80 females and 80 males; and 40 host community members, of which 20 females and 20 males)
• Number of crisis-affected (host community) and impacted (Rohingya) women, including women with disabilities, with increased capacities to contribute to humanitarian activities and exercise leadership ; Target: 160 Rohingya women and girls, 40 host community women and girls
• Number of community incidents resolved or referred to rights-based, gender-responsive services by Gender Volunteers, disaggregated by location (camp vs. host community) and service type.

Funding Information 

• The budget range for this proposal should be no less than 400,000 USD and no more than 430,000 USD.

Competencies

• UN Women is looking for a local WRO (WLO preferred). As outlined with the Inter Agency Standing Committee (IASC) Gender Reference Group (GRG) and the Grand Bargain Localization workstream, UN Women defines WLO and WRO as follows:
  • Women-led organization: an organization with a humanitarian mandate and/or mission that is:
    • governed or directed by women; or
    • whose leadership is principally made up of women, demonstrated by 50% or more occupying senior leadership positions.
  • Women’s rights organization:
    • an organization that self-identifies as a women’s rights organization with primary focus on advancing gender equality, women’s empowerment and human rights; or
    • an organization that has, as part of its mission statement, the advancement of women’s/girls’ interests and rights (or where ‘women,’ ‘girls’, ‘gender’ or local language equivalents are prominent in their mission statement); or
    • an organization that has, as part of its mission statement or objectives, to challenge and transform gender inequalities (unjust rules), unequal power relations and promoting positive social norms.
• Technical/functional competencies required
  • Demonstrated organizational experience in implementing humanitarian response activities focused on gender equality and women’s empowerment, and in formulating result-oriented programme, monitoring programme based on indicators and quality reporting.
  • Proven ability to work with women and girls that are economically, politically, socially, culturally, or otherwise excluded, marginalized, and/or disempowered, with a track record of strong relationships established with Rohingya refugee and host community members, and women and girls specifically.
  • Proven experience managing volunteer activities within the Rohingya refugee camps and host community.
  • Strong organisational capacities including adequate permanent human resources and office support; and on financial management demonstrated through a financial turnover supported by a registered audit firm for the last three years.
• Proposed team composition:
  • The proposed team composition is as follows:
    • Programme Coordinator with strong expertise in gender-transformative programming within humanitarian contexts;
    • Gender Expert specializing in women’s leadership development within conflict-affected settings and with a deep understanding of gender-based violence prevention;
    • Capacity Development Expert experienced in facilitating and developing training modules/materials on gender equality and women’s rights, using participatory and feminist methodologies.

Eligibility Criteria

• UN Women is soliciting proposals from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.
