The UN Women is seeking proposals to develop a comprehensive communication plan for the project “Promote equality between genders and the empowerment of women in situations of displacement and refugee”.
By putting women’s rights at the center of its work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments of gender equality and mainstreaming are translated into actions throughout the world. At the same time, it exercises consistent and substantive leadership to support priorities and the efforts of Member States, building an effective partnership with the government, civil society, as well as with other relevant actors.
In order to contribute to the empowerment and protection of these women, UN Women has identified the following response strategy, taking into account that the development of processes for incorporating a gender perspective in humanitarian actions requires and equate time to make an impact on women’s lives, and considering the experience accumulated from previous and current inter-institutional interventions, particularly with the UNHCR and IOM:
- Sustainable livelihoods and protection opportunities for refugee women and women displaced by conflict.
- Capacity building for the protection and care of migrant women, refugees and from host communities in Ecuador.
- Prevention of sexual exploitation and abuse of women in the communities of refugees and host and timely data and analysis of information taking into account gender issues.
Objective
Have a comprehensive communication plan for the project “Promote equality between genders and the empowerment of women in situations of displacement and refuge ”, for the dissemination of project activities and objectives through innovative mechanisms.
Methodology
- The work methodology should include the review of project documentation and report of partners; as well as the actions previously carried out in the intervention area, to have a current look at the problem. Strategies and actions should be mapped communications that are being developed within the framework of human mobility to strengthen these interventions by mainstreaming the gender focus, positioning the aid portfolio humanitarian mission of UN Women. Through the communicational diagnosis, a identification of the problem.
- Likewise, the activities and products to be developed must always consider the gender equality, interculturality and intergenerational approach. You must promote equal participation of all people in the community, with special attention to women in a situation of human mobility.
- The products resulting from this contract must apply the graphic, editorial and of communication style developed in accordance with the global strategy and country of communication from UN Women, as well as the visibility elements and guidelines of communication from the Office of Population, Refugees and Migration (PRM) of the government of the United States of America, donor of this project.
Expected Scope and Products
The consulting company (organization / institution) must generate a management document of project communications to be implemented by both UN Women and partners project implementers in territory that guarantees a unified and consistent management of the communication.
For the generation of the project communication plan, the generation of the Following products:
- Diagnosis of communication in gender and human mobility: A diagnostic document that must include a systematization of experiences communication methods in the themes of the project (human mobility and gender with focus on human rights, equality, economic empowerment and non-discrimination or xenophobia), identification of key messages, platforms, good practices and national and regional experiences that are implemented in the field of communication, human mobility and gender.
- Deep mapping for audience profiling and dissemination strategies: A document that will include a characterization of the target audience, and with it proposals for key messages and communication actions for each audience. You must link the products 4, 5 and 6 to the communication actions proposed for each of the audiences.
- Communication plan: A document that incorporates and analyzes products 1 and 2 in which identification will be included of audiences, goals, suggested products, communication objectives of each product, potential stakeholders by communication product / activity as well as mechanisms for monitoring and evaluation.
- Methodological document and report of the training in storytelling addressed to 40participants (men and women) of the project: A document, as a methodological guide, that includes a training module in story writing, communication tools (photography, communicate on social networks, non-verbal communication, interviews, among others) with a gender focus.
