The National Institute of Corrections is accepting applications for the Correctional Industries Leadership Training to facilitate an annual 40-hour blended-training event for 25-30 correctional industries leaders that provides them with the knowledge/skills needed to manage industry programming while supporting succession planning among leaders within the industry.
Correctional industries (CI) programs contribute significantly to effective offender reentry. By providing real-life work experience, CI offers justice-involved adults the ability to identify the personality traits (soft skills) that affect their ability to maintain gainful attachment to the workforce. In addition, CI programs help them explore transferable skills while developing job-specific skills to compete in today’s employment market. CI programs are also an effective strategy to address dynamic criminogenic factors and institutional idleness, serving as a vehicle to engage high-risk justice-involved adults.
Correctional industries are enhanced when program administrators and staff are provided the knowledge and skills to support the training and reentry needs of justice-involved adults through collaboration and partnerships with internal and external stakeholders. To this end, NIC now offers a national training program that aids in improving services and programming for justice-involved adults at high risk of recidivism while supporting succession planning for leaders within the industry.
A proposal responsive to this solicitation should provide evidence of 10 years of experience managing national and/or regional training events and 10 years of documented experience developing and facilitating virtual and instructor-led training sessions. In addition, successful applicants will provide evidence of their ability to capture and evaluate qualitative and quantitative data to evaluate knowledge transfer among training participants. Also, experience using learning management systems, e.g., Oracle-Taleo, and Webbased platforms, e.g., Webex, should be documented.
In addition, the applicant should (1) have experience incorporating spiral curriculum methodology and knowledge block concepts into the curriculum development process and (2) have knowledge of the evidence-based strategies that effectively address the diverse training needs of adult learners.
Objectives
- The tasks to be performed under this cooperative agreement will include:
- A review of the Correctional Industries Leadership training curriculum
- An assessment of the effectiveness of the training curriculum based on the Instructional Theory Into Practice (ITIP) model
- Development/administering of pre/post assessments and activities to evaluate participants’ mastery of established competencies, knowledge, and skills
- The awardee will work collaboratively with the designated NIC Project Manager to identify/secure the training location (tentatively to be located in the general Washington, DC, metropolitan area), select and arrange travel/hotel accommodations for 2-3 training instructors, and select and arrange travel/hotel accommodations for 25 -30 training participants. In addition, the awardee will collaborate with the NIC Project Manager to explore a procedure for providing professional certification and continuing educational units for training participants.
Funding Information
- NIC expects to make one award for as much as $130,000.00 for a 12-month project period, beginning on August 25, 2023. Requests for amounts more than a total of $130,000.00, including direct and indirect costs will not be considered.
NIC Staff Responsibilities
- Cooperative Agreements require significant staff involvement excluding the basic monitoring of the project, progress, deliverables and reports.
- Significant staff involvement may include:
- Providing oversight and overall project management, working collaboratively with the awardee on all aspects of the project.
- Serving as subject matter expert as a member of the project team.
- Reviewing and approving all resources developed from the core activities.
- Interviewing and selecting staff participants and training instructors
- Identifying training and lodging locations
- Approving final copies of all training manuals and training materials
- Approving storyboards for all web-based broadcasts and/or podcast
- Approving final copies of marketing materials prior to distribution
- NIC project staff will also be responsible for managing participant registration and approval in NIC’s learning management system.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
