The Public Diplomacy Section (PDS) of the U.S. Mission Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to designed to teach English language and personal development skills to a diverse audience of Afghan youth.
The programs should take place outside of Afghanistan, in third countries where Afghan refugees are located and should aim for gender-balanced participation. At least one of the programs must be exclusively for girls to ensure diversity and allow a greater overall representation of young women.
PDS intends to issue an award for a period of 12 months. The recipient will be expected to hold 3-4 camps, with a minimum of 50 participants in each cohort/camp.
Goal: Young Afghans will receive English language instruction and other development skills in order to better prepare them to work in a global economy and to contribute to their communities.
Program Objectives
- Senior group of English Teachers:
- Improve English pedagogical skills to teach reading, writing, speaking, and listening.
- Increase knowledge about teaching English for academic purposes on: the US education system, job market, digital communications, different cultures.
- Develop an understanding of classroom management skills, using technology in English language teaching, and teaching practices for teaching language skills in integration.
- Promote civic education to help students learn on how to build consensus, teamwork, community engagement and mutual respect.
- Improve student’s critical thinking, leadership skills, and public speaking
- Junior group of English language learners:
- Develop English language skills (reading, writing, speaking, listening) of participants.
- Promote solidarity and understanding among youth from the diverse regions of Afghanistan.
- Increase knowledge of different cultures and of the U.S. education system, schools and job opportunities.
- Build self-confidence in women and girls and create respect and mutual understanding between genders.
- Improve awareness of community service opportunities and volunteerism.
- In order to meet these goals and objectives, applicants should design proposals that will support 3-4 camps/cohorts in 12 months. Each camp should be residential and open to an equal number of females and males from a variety of ethnic backgrounds (with the exception of at least one camp that is only for female participants).

Participants and Audiences
- The primary audience is Afghans residing outside of Afghanistan between the ages of 13 and 35 who are interested in increasing their English language ability. The participants should be categorized in two ways (senior and junior):
- English teachers (senior participants):
- Geographic Location: Outside of Afghanistan, in third countries where Afghan refugees are located.
- Age Group: 18-35
- Level of Education: College degree preferred; minimum of high school diploma.
- High-level of English is required.
- Work experience: 2 Years of employment in a Professional environment
- English language learners (junior participants):
- Geographic Location: Outside of Afghanistan, in third countries where Afghan refugees are located.
- Age Group: 13-18
- Level of Education: Any level.
- English teachers (senior participants):
Eligibility Criteria
- Eligibility is open to all types of applicants except for individuals. Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
