United Nations Development Programme is accepting Proposals for Promoting angel and venture investment under its initiative, Youth Empowerment through Skills Development and Promotion of Innovations in Tajikistan.
The project promotes youth’s engagement in sustainable and innovative development at national and local level and providing access for young men and women to employable knowledge and skills.
The project also fosters youth-led local initiatives aimed at the expansion of decent work, income-generating opportunities, entrepreneurship, and improved wellbeing for youth.
The project objectives will be achieved through interconnected complex of activities including but not limited to reskilling and upskilling programs to meet the local and external labour market demand, support to start-ups, trainings for innovations in business, knowledge, and experience exchange at the national and international level, strengthening capacities of decision-makers for youth-friendly policies, institutions, etc.
Objectives
The key objectives of this initiative are:
- Strengthen awareness of potential investors as well as entrepreneurs and startups about the venture and angel investments ecosystem in Tajikistan and best international practices.
- Conduct analysis of trends, gaps and opportunities for attracting investment into the businesses and startups, and, as a result, develop a roadmap on venture investment and angel investment enhancement in Tajikistan for the period of until 2030.
- Strengthen capacity of young entrepreneurs to offer their business ideas to venture and angel investors.
- Develop a list of potential venture and angel investors, as well as promote venture investment funding tools among them.
Components
- Promoting knowledge and skills for youth engagement in innovative development.
- Enhanced opportunities for youth employment in innovative economic sectors.
- Enhanced access to innovative financing, knowledge exchange and business connectivity.
Target Areas and Groups
- Target areas: Dushanbe, Districts of Republican Subordination, Sughd and Khatlon region
- Target group: small and medium enterprises/businesses, potential investors interested to fund businesses and establish venture funds.
Eligibility Criteria
Minimum requirements for consulting companies/organizations:
- At least 3 years of experience in the area of economic development, entrepreneurship and investment promotion, business consulting, youth economic engagement, venture investments, etc.
- At least 3 years of practical experience in organization of practical trainings on early entrepreneurship development, providing consultations to startup businesses, structuring training modules and organizations of schools on entrepreneur knowledge enhancement.
- At least 3 years of partnership experience with international organizations and state authorities of Tajikistan in promotion of entrepreneurship, investments and innovative development.
- Analytical and research experience, and evidence of engagement in policy support for promotion of innovative development.
- Sufficient skills of assigned staff in doing trainings, mentoring, monitoring and evaluation, analysis and research and youth engagement, etc.
- Availability of qualified experts/consultants from Tajikistan and Russia/CIS, and network connections with businesses and investors to perform the above-mentioned tasks (CVs to be provided).
- Proposal must be expressed in Russian or English and valid for a minimum period of 90 day

- At least 3 years of experience in the field of investment and entrepreneurship promotion, capacity building activities with specific focus on youth, provision of trainings, educational programmes and consultancy servic
- Professional experience in the area of specialization

- Experience with similar programs / projects
- Senior Project Staff
- At least 3 years of experience of work in the field of capacity building activities focusing on young entrepreneurs, provision of consultations to rural and urban businesses
- Professional Experience in the area of specialization
- Presence of working experience in conducting consultations to youth and entrepreneurs, capacity building activities on entrepreneurship to youth
- Language qualifications of Tajik and Russian
- Administrative/Junior Project Staff
- At least 2 years of experience in elaboration of project reports and monitoring
- Professional Experience in the area of specialization
- Language qualifications of Tajik and Russian
